## Description

**INTRODUCTION:** The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Replace/Construct Bldg 121 Construction project at the Michael E. Debakey VA Medical Center (VAMC) located at 2002 Holcombe Blvd, Houston, TX 77030. PROJECT DESCRIPTION: This project includes the demolition of the existing Building 121, and the construction of a new replacement building in the same location.

The new building will be a 1-story approximately 14,977 SF building with limited site work as required to gain access to the building, including drive isles, pedestrian sidewalks, and handicap parking spaces. The proposed facility is a PRRC (Psychosocial Rehabilitation and Recovery Center) which consists of office/treatment rooms, group rooms, Occupational Therapy, and other support spaces. The goal of the project is to successfully relocate and consolidate this practice area into a single building.

Work includes specialized construction labor & supervision for architectural, mechanical, structural, electrical, plumbing, fire protection and demolition work as required by provided construction documents.

**ADMINISTRATIVE:** The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million.

The solicitation will be issued around late April 2025. The period of performance is approximately 274 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000 and $20,000,000.
