Special Notice Special Notice Page 2 of 2 Special Notice *= Required Field Special Notice Page 1 of 2 NOTICE OF INTENT TO AWARD SINGLE SOURCE The VA Program Contracting Activity Central (PCAC) Services Team 3 submits a notice of intent to award a single-source, firm-fixed-price contract to New Orleans Exhibition Hall Authority, DBA New Orleans Ernest N. Morial Convention Center for rental of the facility and services to host the 43nd National Veterans Wheelchair Games to be held in New Orleans, Louisiana.

The Department of Veterans Affairs (VA), National Veterans Sports Programs and Special Events along with the Southeast Louisiana Veterans Health Care System (SLVHCS) requires a contractor to provide Convention Center rental space and services.

The Contractor shall provide minimum of 200,000 Square Feet of Continuous Indoor, Wheelchair Accessible Convention Center/Exhibition Space Accessible to provide simultaneous sporting events such as table tennis, slalom, wheelchair basketball, quad rugby etc. Convention Center Space must be able to accommodate up to 500 Veterans in wheelchairs and 400 non-wheelchair users (able bodied caregivers / participants) and sporting events. Convention Center must be in close proximity to contracted hotel(s) to provide appropriate access for individuals in wheelchairs.

**PERIOD OF PERFORMANCE:** Monday July 22, 2024 thru Wednesday July 31, 2024. The government intends to award this action on a non-competitive basis pursuant to FAR 13.106-1(b)(1)(i). This hereby constitutes a synopsis of the action proposed in this announcement. This procurement is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under NAICS 531120 with a Size Standard of $47 million.

This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. A determination has been made by the Government not to compete and is solely within the discretion of the Government.
