The purpose of this notice is for market research to inform appropriate acquisition decisions and to gather information on potential businesses interested and capable of providing the services described. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran-Owned Small Businesses. However, in the event of insufficient responses from such businesses, an alternative set-aside or full and open competition may be considered. The Department of Veterans Affairs (VA), St. Cloud Health Care System, St. Cloud, Minnesota intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Revolutionary FAR Overhaul (RFO) and applicable parts of the Federal Acquisition Regulations (FAR). Network Contracting Office 23 (NCO23) intends to award a single, firm-fixed-price contract for completion of construction Project Number: 656-22-342, Preserve Building 10 Windows at the St. Cloud VA Health Care System, St. Cloud, MN. An IFB is planned to be issued on or about July 10, 2026, with an award date within 90 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the solicitation. The Contractor for this project shall furnish all labor, materials, tools, and equipment required to complete the Preserve Building 10 Windows project at the St. Cloud VA Health Care System, St. Cloud, MN. Work shall include, but shall not be limited to, repair, removal, replacement and completely refurbishing all windows in Building 10 of the St. Cloud VAHCS campus. All work will be completed in accordance with the specifications and contract drawings. The period of performance for this work is 465 calendar days from issuance of Notice to Proceed (NTP).
