The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction with the applicable small business size standard of $45 million. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition. In accordance with FAR 36.204, the magnitude of construction for this project is between $25,000 and $100,000. The Department of Veterans Affairs (VA), Fargo Health Care System, Fargo, North Dakota intends to issue an Invitation for Bid (IFB) solicitation in accordance with the procedures set forth in Part 14 and 36 of the Federal Acquisition Regulation (FAR). Network Contracting Office 23 (NCO23) intends to award a single, firm-fixed-price contract for completion of construction Project Number: 437-25-145, Fire Hydrant Line Break at the Fargo VA Health Care System, Fargo, ND. An IFB solicitation is planned to be issued on or about May 7, 2025, with an award date within 90 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the solicitation. The Contractor shall provide all labor, materials, and equipment to accomplish the Fargo VA Health Care System construction project 437-25-145 Fire Hydrant Line Break in accordance with, but not limited to, the contract documents, the Scope of Work, the VA specifications, and the international fire code. The construction work must meet with current Pre-Construction Risk Assessment (PCRA) requirements, and all other applicable VA guides, manuals, and requirements. The project shall include but not limited to providing utility locates in the Construction area, removal of the stop Sign near the suspected break, demolition of concrete slab and roadway, the excavation of earth to then remove the existing fire hydrant and water stop to replace the branch off the main line. After replacing the hydrant, the contractor will fill the excavated site with class 5 fill, pour and finish all concrete impacted by demolition activities. Contractor will re-install the stop sign near the construction area. The period of performance for this work is 72 calendar days from issuance of Notice to Proceed (NTP). The IFB solicitation, consisting of various bid documents, specifications, drawings, forms, etc. will be available for download at System for Award Management (SAM) Contract Opportunity https://sam.gov/content/opportunities).
