The VA requires proprietary services and equipment to perform license checks, background investigations and criminal records checks, in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because the Law Enforcement Teletype System are proprietary to the North Dakota State Radio Communications. Market research revealed that North Dakota State Radio Communications is the sole distributor for the equipment currently being sought by the VA. This equipment and service is routinely used by VA to maintain safety for officers and provide a safe work environment for the employees, visitors and patients in the VA Healthcare System. The North American Industry Classification System (NAICS) code for this requirement is 541519 and the product service code is R425. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that North Dakota State Radio Communications is the only vendor that can provide the requested equipment.
