The contractor is to provide the necessary Engineering Service Engineers, tools, and approved test equipment to inspect and test the electrical equipment listed in accordance with the recommended manufacturer s procedures and National Electrical Testing Association (NETA) for switchgear assemblies, switches, medium voltage and low voltage circuit breakers, oil filled transformers, and protective relays. A comprehensive engineering report on testing data, findings, and recommendations to be furnished after completion of work. All abnormalities will be defined in a report, and any repairs must not commence without the proper authority s approval, prior to the scheduled shutdown and under normal operating conditions. Oil samples must be taken for analysis, and a comprehensive Infrared Thermographic Electrical Inspections must be conducted on all the sub-stations and respective switchgear. All components and equipment should be inspected at the highest normal load and viewed directly with covers removed wherever safely possible.
