NOTICE OF INTENT TO SOLE SOURCE Page 2 of 2 The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 21 (NCO21), intends to negotiate a sole source Firm-Fixed Price for six (4) months for Linen Supply and Laundry Services, effective November 1st, 2025 to February 28, 2026. Applicable authority, FAP Part 813.106-1(b)

**Simplified Acquisition Procedures:** Soliciting from a Single Source.

**Applicable NAICS:** 812320, Drycleaning and Laundry Services. This is not a request for competitive offers and no solicitation is available. Due to the continuation of need it has been determined that these services are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements.

The Government intends to award the contract to incumbent, EMERALD TEXTILES SERVICES, SAN DIEGO, LLC. (Incumbent), Small Business, 1725 DORNOCH CT, SAN DIEGO, CA 92154, (209) 918-1185, Unique Entity Identifier (UEI) #: L4D8YEJPK8X1. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.

If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within three (15) calendar days of this publication by contacting Larry Facio via e-mail at larry.facio@va.gov Telephone inquiries will not be accepted. If firm previously provided capabilities statement to previous sources sought, there is no need to respond with a interest.

The solicitation for the long-term requirement will continue to be solicited with the Request for Quote to be posted within the following month with anticipated award prior to the expiration of this 6 month contract. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings.

The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
