## Description

This is a combined synopsis/solicitation for commercial products and commercial services is provided to advise that the Government intends to solicit a sole source firm-fixed price, blanket purchase agreement Clinical Laboratories Accreditation and Proficiency Testing Supplies and Services to The College of American Pathologists (CAP), 325 Waukegan Road, Northfield, Illinois 60093. This acquisition is for the VA Palo Alto Healthcare System at 3801 Miranda Avenue Palo Alto, CA 94304-1207.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one source will meet the Government’s needs. This notice satisfies the requirement at FAR 5.201(b)(1), requiring publication of the proposed contract action. This notice is not a request for competitive quotes.

However, IAW FAR 5.207(c)(16)(ii) any business that believes it can provide Accreditation and Proficiency Testing Supplies and Services may submit a capabilities statement or quotation which shall be considered by the agency, by providing written notice to derek.brown7@va.gov by 7/16/2026. Telephone requests will not be accepted. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement.

Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Your response should include a statement of capability, accreditation, DUNS#, business size, federal supply schedule (if applicable) and socio-economic status. This synopsis does not commit the Government to contract for any supply or service. The government will not pay for any costs incurred in response to this notice.
