The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government’s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government’s belief that the proposed vendor is the only provider of the maintenance and technical support for the WASP that can meet the agency’s needs. The applicable North American Industry Classification System (NAICS) code is 811210, Electronic and Precision Equipment Repair and Maintenance, $34.0 million SBA size standard and the Product Service Code (PSC) is J066 – Maintenance, Repair, and Rebuilding of Equipment – Instruments and Laboratory Equipment. This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted. However, any business that believes it can provide maintenance and technical support for a walk-away automated specimen processing (WASP) instrument may give written notice to derek.brown7@va.gov by the due date and time stated in box 8 of the SF1449.
