Waste Management has the only franchise agreement for waste/recycling collection with the cities of Sacramento, McClellan, Sonora, and Stockton which restricts other companies from operating in the area where VA clinics are located. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC ยง3304(a)(1) as implemented by FAR 6.302-1.
