This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Purpose</strong></p>\n\n<p>1.1 Provide Courier Services for the Rocky Mountain Regional VA Medical Center and the southern Colorado Community Based Care Clinics (CBOCs).</p>\n\n<p>1.2 The Contractor shall furnish all necessary labor, supplies, equipment, transportation, insurance, vehicle fuel, uniforms, name tags, and/or badges for performance under this contract, to provide Courier Services Monday - Friday, excluding Federal Holidays, in accordance with the specifications and requirements herein.</p>\n\n<p><strong>2. General Requirements</strong></p>\n\n<p>2.1 The contractor agrees to provide regularly scheduled pickups for sterile and non-sterile Reusable Medical Equipment (RME).</p>\n\n<p>2.2 As a Non-Personal Services contract, contractor personnel are not considered VA employees for any purpose. The contractor retains all control over personnel and responsibility for direct supervision.</p>\n\n<p>2.3 The contractor shall provide a fixed rate for all costs of the courier service, inclusive of vehicle, driver, mileage, time, weight, and other reasonable costs associated with courier services described in this contract.</p>\n\n<p>2.4 Deliveries will fit easily into a small transport van or utility vehicle.</p>\n\n<p>2.5 Contractor shall receive items from the southern CBOCs, sign receipt thereof, and transport and deliver the items in the same condition marked by the VA and CBOC.</p>\n\n<p>2.6 Prior to first delivery, the contractor shall provide evidence to the Contracting Officer (CO) and the COR for each of the following:</p>\n\n<ul>\n\t<li>Colorado Licensed Courier Company covered by a minimum of $500K in liability insurance.</li>\n\t<li>Valid Colorado Auto Insurance; Liability $200K Per Person; $500K Per Occurrence; and $20K for Property Damage.</li>\n\t<li>Valid US Driver License for all drivers.</li>\n\t<li>Valid US Vehicle Registration.</li>\n</ul>\n\n<p>2.7 Contractor Staff Identification and Security Requirements.&nbsp; All contractor personnel providing services under this contract and requiring access to VA premises at the Rocky Mountain Regional VAMC, Pueblo CBOC, or Colorado Springs CBOC shall obtain and display a Department of Veterans Affairs issued Personal Identity Verification (PIV) badge at all times while on VA property.</p>\n\n<ul>\n\t<li>Contractor staff must successfully complete background investigations as prescribed by VA Handbook 0710 and any additional requirements as directed by the facility&rsquo;s Police Service and Personnel Security Office.</li>\n\t<li>The contractor shall coordinate with the Contracting Officer&rsquo;s Representative (COR) to facilitate the PIV badge request, badge retrieval, and return process. All badges must be returned upon termination of employment or contract completion.</li>\n\t<li>Costs associated with background investigations and badging are the responsibility of the contractor. The COR will provide the necessary forms and instructions for submitting required fingerprinting and background check documentation.</li>\n\t<li>Failure to comply with this provision may result in denial of facility access and constitute grounds for contract termination for default.</li>\n</ul>\n\n<p></p>\n\n<p><strong>3. Scope of Work</strong></p>\n\n<p>3.1 The contractor shall maintain minimum/maximum temperature and humidity records with the monitor provided by the government to ensure compliance within parameters. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use comparative analysis. The following factors will be used to evaluate offers:</li>\n</ol>\n\n<p></p>\n\n<p><strong>Factor I. Technical capability or quality offered to meet the Government requirement:</strong> The quotation will be evaluated to the extent to which it can meet and/or exceed the Government&rsquo;s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.</p>\n\n<p><strong>&nbsp;</strong></p>\n\n<p><strong>Factor II. Price: </strong>The Government will evaluate the price by adding the total of all line-item prices, including all options. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the service offered to the Government requirement, as stated in Factor 1 shall not be selected regardless of price.</p>\n\n<p></p>\n\n<p><strong>Factor III. Past Performance:</strong> The Government will evaluate on how well the offeror identified performance relates to the requirement procured under the PWS for this procurement to determine relevancy. How well the offeror performed on identified contracts shall be used to assess performance confidence.</p>\n\n<p></p>\n\n<p>In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. The Government may use other methods to evaluate past performance, including but not limited to review of Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and as appropriate, the Defense Contract Management Agency (DCMA) Acquisition Information Repository, accessible through the Defense Technical Information Center website.</p>\n\n<p></p>\n\n<p><strong>Factor IV. Completion of &ldquo;Attachment - </strong><strong>VAAR 852.219-75</strong> <strong>VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction.&rdquo;: </strong>The Government will evaluate the responses an offeror makes to Attachment - VAAR Clause 852.219-75 VA Notice of Limitations on Subcontracting-Certificate of Compliance for Services and Construction&rdquo; for completeness. If an offeror fails to complete Attachment - VAAR Clause 852.219-75 VA Notice of Limitations on Subcontracting-Certificate of Compliance for Services and Construction&rdquo; their quote will be determined ineligible for award.</p>\n\n<p></p>\n\n<p>If offeror does not provide all volumes as outlined in RFO 52.212-1 Instructions, the offer may be considered non-responsive.</p>\n\n<p></p>\n\n<ol>\n\t<li>The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).</li>\n</ol>\n\n<p></p>\n\n<ol>\n\t<li>Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. {<strong>Contracting Officer shall insert the following if the solicitation will include options that are exercisable under FAR 52.217-8</strong>} This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter&#39;s price for the last potential period of performance under this contract to the quoter&#39;s total price.&nbsp; For example, if the contract includes option periods that are exercisable under FAR 52.217-9, the quoter&#39;s total price for the purpose of evaluation will include the base period, all option periods, and an additional six months of the last option period. Quoters must price only the base and option periods specified in the contract line item numbers (CLINs) and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. 1999)</strong></p>\n\n<p>The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to the prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. All contractor personnel providing services under this contract and requiring access to VA premises at the Rocky Mountain Regional VAMC, Pueblo CBOC, or Colorado Springs CBOC shall obtain and display a Department of Veterans Affairs issued Personal Identity Verification (PIV) badge at all times while on VA property.\n\n• Contractor staff must successfully complete background investigations as prescribed by VA Handbook 0710 and any additional requirements as directed by the facility’s Police Service and Personnel Security Office.\n\n• The contractor shall coordinate with the Contracting Officer’s Representative (COR) to facilitate the PIV badge request, badge retrieval, and return process.
