Due to frequent use, exposure to ice, salt, and the elements have dilapidated the mortar and tuckpointing causing the bottom and top stair treads to separate from the remainder of the stairs. Additionally, the existing handrail anchors have begun oxidizing which has cracked and spalled the brick mounting surfaces. Due to the historic nature of Building 141, the East stair renovation and replacement will follow the guidelines instituted by Montana State Historic Preservation Office (SHPO) to ensure that all new and renovated components are historically accurate. Should asbestos or other hazardous materials be discovered, the situation will be treated as unforeseen site conditions and handled accordingly. Harrison VA Medical Center, Ft. Harrison MT in accordance with project plans and specifications. The objective of this project is to renovate the East entrance of the Administration Building 141. Due to the historic nature of Building 141, the East stair renovation and replacement will follow the guidelines instituted by Montana State Historic Preservation Office (SHPO) to ensure that all new and renovated components are historically accurate. These items have been captured in the drawing set accompanying this solicitation. During the replacement of the stairs, all employees, patients, visitors, etc., will be required to use the main entry into the administration building from the South or the handicap accessible entry from the North as construction will necessitate full closure of the East stairs. The Contractor shall provide all necessary labor, materials, tools, equipment, and services to properly execute the project. The new stairs shall meet all NFPA, VA, state, and local codes and ordinances. As part of this project, drawings are provided by the VA. These drawings are for reference and informational use only. They shall not be used to exclusively define existing conditions. It shall be the responsibility of the Contractor to perform site investigation to identify site conditions and quantities to ensure integrity throughout the project prior to submitting a cost proposal. Construction considerations shall include but are not limited to the following: A phasing plan shall be developed to mitigate disturbance to the department. The space must remain fully functional during construction. Coordinate with the COR to ensure that the building s means of ingress/egress are properly cordoned off and alternate routes are clearly marked and provided for life safety. Contractor to meet all VA Infection Control regulations while working in the area, including but not limited to ICRA barriers, negative air and walk off mats. This project consists of ICRA class II conditions. The Contractor shall be required follow proper infection control measures as outlined in the attached draft ICRA. Contractor to ensure that all adjacent surfaces are protected from damage during the period of construction. Patch and repair any damage due to construction before the end of the contract period. The contractor shall identify their mitigation procedures as part of their daily reporting. The VA will perform regular walkthroughs, usually weekly, and audits of the contractor s compliance with the requirements. Stated ICRA classifications are per the direction of the VA and are non-negotiable. The hours of work shall take place during the normal business hours of 7:00 AM and 5:00 PM, Monday through Friday, Federal Holidays excluded. Request for weekend, after-hour, and Federal holiday work is permitted with a request in writing submitted beforehand. Off hours are not to billed as overtime. The Contractor shall phase and coordinate construction accordingly with VA COR to ensure that the individual stair wells are shut down for a minimal amount of time and that only one stair well is shut down at any given time. All work is to have a limited impact on the facility, veterans, and employees. This may require evening or weekend hours and will be identified in the schedule. All after hours work should be scheduled in advance. All work shall be scheduled and performed per the approved schedule. The schedule shall be approved and accepted by the COR and CO, in conjunction with the department occupying the space served by this project. The scope of this project includes the following improvements: Removal and replacement of the masonry brick stairs, brick cheek walls and stone capped columns, associated landings, and hand railings Landscaping New exterior sconces Tuckpointing Addition of heated concrete steps dyed to match existing brick, using an electric heating system. Addition of a new canopy (Bid Alternate #1, see Section 6 below) Removal and replacement of existing handrails on the single set of existing concrete stairs into Parking lot A to match site style handrails found elsewhere on the campus. Coordinate with COR Installation of a permanent center railing system at the South Stair All existing handrails shall be cut flush at their anchor points, removed, sandblasted, re-heightened and epoxy painted before installation onto new staircase Removal of existing windows along with a portion of the existing wall to allow a new steel access door for the new stair heating system Period of Performance This contract is expected to start upon Notice to Proceed (NTP) and be completed within 120 calendar days of issuance. It is expected that the contractor will work on administrative submittals and long lead time items during the first part of the NTP. No work, including administrative, will begin prior to the NTP. Safety The Dept. of Veterans Affairs (VA) requires strict adherence to the Code of Federal Regulations 29, Part 1926. This includes the requirement that the contractor have a Competent Person on the job at all times (must have a 30-hour OSHA card), and that all contractor employees have received a minimum of ten (10) hours of OSHA construction safety training. Documentation of these requirements shall be submitted and approved prior to performing the work. Contractor must submit a company Site Specific Safety Plan (SSSP) that must be approved by VA Safety prior to work beginning. This plan shall detail fire, construction, and health-related safety measures, in addition to listing Training Records for all employees for the previous year. A company standard or boilerplate safety plan will not be acceptable plan should contain a detailed hazard analysis for each element of construction to be performed such as an Activity Hazard Analysis (AHA) or Job Hazard Analysis (JHA). This entire project shall conform to 100% of all VA standards and specifications, OSHA, AIA Construction Guidelines, Joint Commission Environment of Care Standards, and applicable building codes. The Contractor shall be responsible for the health and safety of their own employees. The VA will inform the Contractor of any hazards such as designated permit confined spaces, electrical hazards, etc. which may affect Contractor employees. The Contractor must take precautions appropriate for the safety of their employees as well as provide equipment necessary for these actions. Contractor employees will notify the VA Representative before entering a designated permit required confined space, so precautions can be taken in advance of the work. Parking Due to limited parking, campus size, and multiple ongoing construction projects, the contractor shall limit the number of contractor vehicles on site to an appropriate level. Parking in Lot E3 will be restricted to VA staff and visitors only. At no point are contracted staff work vehicles to be parked in no parking areas or fire lanes. Contractors are subject to citation for parking violations by VA Police. Coordinate with the COR for alternate parking locations. Test and Performance The Contractor shall notify the Contracting Officer s Representative two (2) weeks in advance of any performance, inspection, or acceptance tests that are to be conducted. If a VA representative is not present during the time of any performance, inspection, or testing, the procedure may be required to be performed again, at no cost to the Government. Harrison VA Medical Center, Ft. Harrison MT in accordance with project plans and specifications. The objective of this project is to renovate the East entrance of the Administration Building 141. Due to frequent use, exposure to ice, salt, and the elements have dilapidated the mortar and tuckpointing causing the bottom and top stair treads to separate from the remainder of the stairs. Additionally, the existing handrail anchors have begun oxidizing which has cracked and spalled the brick mounting surfaces. Should asbestos or other hazardous materials be discovered, the situation will be treated as unforeseen site conditions and handled accordingly. Due to the historic nature of Building 141, the East stair renovation and replacement will follow the guidelines instituted by Montana State Historic Preservation Office (SHPO) to ensure that all new and renovated components are historically accurate. These items have been captured in the drawing set accompanying this solicitation. During the replacement of the stairs, all employees, patients, visitors, etc., will be required to use the main entry into the administration building from the South or the handicap accessible entry from the North as construction will necessitate full closure of the East stairs. The Contractor shall provide all necessary labor, materials, tools, equipment, and services to properly execute the project. The new stairs shall meet all NFPA, VA, state, and local codes and ordinances. As part of this project, drawings are provided by the VA. These drawings are for reference and informational use only. They shall not be used to exclusively define existing conditions. It shall be the responsibility of the Contractor to perform site investigation to identify site conditions and quantities to ensure integrity throughout the project prior to submitting a cost proposal. Construction considerations shall include but are not limited to the following: A phasing plan shall be developed to mitigate disturbance to the department. The space must remain fully functional during construction. Coordinate with the COR to ensure that the building s means of ingress/egress are properly cordoned off and alternate routes are clearly marked and provided for life safety. Contractor to meet all VA Infection Control regulations while working in the area, including but not limited to ICRA barriers, negative air and walk off mats. This project consists of ICRA class II conditions. The Contractor shall be required follow proper infection control measures as outlined in the attached draft ICRA. Contractor to ensure that all adjacent surfaces are protected from damage during the period of construction. Patch and repair any damage due to construction before the end of the contract period. The COR will accomplish inspection and acceptance of the work on behalf of the Contracting Officer. Any work that is to be enclosed (earth, concrete, etc.) shall be inspected by the COR prior to covering. All work must be accepted by the COR on behalf of the Contracting Officer. Any work that is found to be unacceptable by the COR shall be removed and replaced at no cost to the Government. All workmanship/quality of work is subject to acceptance. Parking Due to limited parking, campus size, and multiple ongoing construction projects, the contractor shall limit the number of contractor vehicles on site to an appropriate level. Parking in Lot E3 will be restricted to VA staff and visitors only. At no point are contracted staff work vehicles to be parked in no parking areas or fire lanes. Contractors are subject to citation for parking violations by VA Police. Coordinate with the COR for alternate parking locations. Test and Performance The Contractor shall notify the Contracting Officer s Representative two (2) weeks in advance of any performance, inspection, or acceptance tests that are to be conducted. The tests shall be performed in the presence of the Contracting Officer s Representative. If a VA representative is not present during the time of any performance, inspection, or testing, the procedure may be required to be performed again, at no cost to the Government. Liability of Contractor Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at no cost to the government. The Contractor shall not disconnect any service or utilities without prior approval of the COR. No less than a 30-day notice shall be given to the COR if interruption is needed. The government will not be held liable for any costs incurred due to time constraints needed for service or utility interruptions. Site Cleanup and Restoration Damage of interior and exterior items such as lawns, irrigation, electrical, walls, ceiling tile, and any other Government owned equipment shall be repaired/replaced at no cost to the Government. Upon completion of work, the Contractor is responsible for any punch list items accrued during the final walkthrough by the Contracting Officer s Representative. This contract will not be fulfilled until all items are addressed in a timely manner, inspected by the Contracting Officer s Representative, and have written approval. Spare Parts The contractor shall supply one additional set of all preventative maintenance items such as lubricants, fuses, filters, valves, and other required spare parts to the VA Facilities Department. Closeout The contractor shall provide a two (2) week notice to the COR for the onsite Final Walkthrough and Punch List for Acceptance as well as other planned milestones. The contractor shall provide a one (1) year warranty on all items within the Scope of this Project, subject to latent defects, per 52.246-21 Warranty of Construction. Redline During the construction period, the contractor shall maintain a set of redline prints of the Construction Documents and Shop Drawings for project record document purposes. The contractor shall track the redlines as the construction progresses. The Project Manager will certify that these documents are up to date when the contractor submits a pay application.
