When awarded a contract action, including orders under multiple-award contracts, an SDVOSB agrees that in the performance of the contract, the SDVOSB shall comply with requirements in VAAR subpart 819.70 and SBA regulations on small business size and government contracting programs at 13 CFR part 121 and part 125, including the non-manufacturer rule and limitations on subcontracting requirements in 13 CFR 121.406(b) and 13 CFR 125.6. This project will be located within Building 86 at 1898 Fort Road Sheridan, Wyoming 82801, within Building 86. The VA is requesting construction services to correct the following identified issues: The existing plumbing below the sink and dishwasher is currently out of code. The existing plumbing needs removed and reinstalled to meet plumbing code. All below floor level valves shall be removed and replaced. Demo existing waste lines back to the 4 main and install new waste line (approx. 40 lineal feet). Contractor to verify all dimensions. Demo all existing plumbing below the sink, remove any unused valves & install new plumbing with water stops above the floor. Install new isolation valves below the floor grade. Cap water trough below floor and reconnect above floor. Remove and replace existing Insinkerator or equal, waste disposal solenoid. Included in the plumbing, the current configuration of the hot water service line to the dishwasher fails to reach an acceptable heat temperature until multiple wash cycles have been run, work is needed to install a heat recirculation line to improve the heated water temperature. The floor drain constantly is clogged requiring multiple cleanout operations. Work is needed to remove the existing floor drain, patch the hole, plumb, and install a new floor sink assembly located to the west of the existing drain location. This floor sink will be located below a newly installed hand sink (see plans for location). The floor tile shall be removed, and the existing concrete floor shall be spalled and re-sloped to direct water to the new floor sink. New tile shall then be installed. Install a new hand sink (see plans for location). Plumb with water stops above floor level and isolation valves below. Room exhaust is inadequate to keep the room free of steam. Currently the intake is a floor diffuser attached vertically to the wall. Work is needed to upgrade the existing exhaust system, remove the existing intake, and install a correct system to improve the functionality and adequately provide room exhaust. General Construction project is to be completed within 180-calendar days from date of notice to proceed. Contractor shall provide all equipment, material and labor required for demolition work, providing negative pressure environment for work, providing new walls, and providing new room finishes as indicated in the plans and specifications per VA construction standards. Safety submittals shall be complete prior to the commencement of onsite construction work. Material selection submittals shall be complete and approved prior to ordering of materials for the project. The building tenants not in the construction areas will remain at work in the buildings during this construction. Patients will remain on the floor in areas not under construction so the contractor shall make patient safety and infection control measures a priority. The contractor shall coordinate work locations and schedules with VA to minimize impact to building tenants. All electrical, carpentry, architectural, mechanical work, product design, project management and other work needed on this project shall be provided by the contractor. All electrical work low, medium, or high voltage will be installed and terminated by the contractor. No wiring or cabling shall be abandoned in place. All piping, cabling, and wiring shall be labeled. The installation must, as a minimum, be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA PUBLICATIONS (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA) Underwriters Laboratory, International Building Code IBC 2003, NFPA and National Electric Code (NEC) building codes and standards and VA Information Security Handbook 6500.6, 6550.0 etc.). Any penetrations through any floors, ceilings, or walls, shall be fire caulked, or otherwise fire sealed, and shall be done in this contract to meet VA standards and National Fire Protection Association (NFPA) standards. The contractor shall inquire of the VA if any doors, frames, associated hardware, and any other property removed is desired to be retained by the VA for reuse elsewhere within the medical center, at the time of removal. If the VA desires to retain an item, the contractor shall deliver it to a location designated by the VA. ii. If the VA does not desire to retain an item, the contractor shall dispose of it. j. The new components installed shall be tested and commissioned, recertified and/or tested before VA acceptance. All testing parameters will be provided by the contractor with source references to the COR and 3rd party reviewer before testing begins. HVAC systems that have changes made to them as part of this project, beyond diffuser replacement, shall be tested and balanced by the contractor. Any IT data cables installed or modified as part of this effort shall be tested after installation. Test methods and plans shall be coordinated with the COR. Any MEDGAS systems modified as part of this effort shall be recertified back to the closest shutoff in the system. The contractor shall arrange of the recertification as part of this contract and shall provide plans and results to the COR for approval. Fire alarm devices that are tied into the building fire alarm system, that are replaced or relocated because of this work, shall be tested before that phase of the project is complete. This project will be located within Building 86 at 1898 Fort Road Sheridan, Wyoming 82801, within Building 86. The VA is requesting construction services to correct the following identified issues: The existing plumbing below the sink and dishwasher is currently out of code. The existing plumbing needs removed and reinstalled to meet plumbing code. All below floor level valves shall be removed and replaced. Demo existing waste lines back to the 4 main and install new waste line (approx. 40 lineal feet). Contractor to verify all dimensions. Demo all existing plumbing below the sink, remove any unused valves & install new plumbing with water stops above the floor. Install new isolation valves below the floor grade. Cap water trough below floor and reconnect above floor. Remove and replace existing Insinkerator or equal, waste disposal solenoid. Included in the plumbing, the current configuration of the hot water service line to the dishwasher fails to reach an acceptable heat temperature until multiple wash cycles have been run, work is needed to install a heat recirculation line to improve the heated water temperature. The floor drain constantly is clogged requiring multiple cleanout operations. Work is needed to remove the existing floor drain, patch the hole, plumb, and install a new floor sink assembly located to the west of the existing drain location. This floor sink will be located below a newly installed hand sink (see plans for location). The floor tile shall be removed, and the existing concrete floor shall be spalled and re-sloped to direct water to the new floor sink. New tile shall then be installed. Install a new hand sink (see plans for location). Plumb with water stops above floor level and isolation valves below. Room exhaust is inadequate to keep the room free of steam. Currently the intake is a floor diffuser attached vertically to the wall. Work is needed to upgrade the existing exhaust system, remove the existing intake, and install a correct system to improve the functionality and adequately provide room exhaust. General Construction project is to be completed within 180-calendar days from date of notice to proceed. Contractor shall provide all equipment, material and labor required for demolition work, providing negative pressure environment for work, providing new walls, and providing new room finishes as indicated in the plans and specifications per VA construction standards. Safety submittals shall be complete prior to the commencement of onsite construction work. Material selection submittals shall be complete and approved prior to ordering of materials for the project. The building tenants not in the construction areas will remain at work in the buildings during this construction. Patients will remain on the floor in areas not under construction so the contractor shall make patient safety and infection control measures a priority. The contractor shall coordinate work locations and schedules with VA to minimize impact to building tenants. All electrical, carpentry, architectural, mechanical work, product design, project management and other work needed on this project shall be provided by the contractor. All electrical work low, medium, or high voltage will be installed and terminated by the contractor. No wiring or cabling shall be abandoned in place. All piping, cabling, and wiring shall be labeled. The installation must, as a minimum, be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA PUBLICATIONS (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA) Underwriters Laboratory, International Building Code IBC 2003, NFPA and National Electric Code (NEC) building codes and standards and VA Information Security Handbook 6500.6, 6550.0 etc.). Any penetrations through any floors, ceilings, or walls, shall be fire caulked, or otherwise fire sealed, and shall be done in this contract to meet VA standards and National Fire Protection Association (NFPA) standards. The contractor shall inquire of the VA if any doors, frames, associated hardware, and any other property removed is desired to be retained by the VA for reuse elsewhere within the medical center, at the time of removal. If the VA desires to retain an item, the contractor shall deliver it to a location designated by the VA. ii. If the VA does not desire to retain an item, the contractor shall dispose of it. j. The new components installed shall be tested and commissioned, recertified and/or tested before VA acceptance.
