This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified Procedures for Certain Commercial Services as implemented in RFO FAR 12.102(a), only one responsible source and no other or services will satisfy agency requirements. The Contracting Officer has determined that the circumstances of the contract action deem that only one source can provide the services required at the level of quality required because the services are unique or highly specialized. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit supporting evidence to be reviewed.
