This Sources Sought Notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice.

The El Paso VA Medical Center is seeking interested and qualified contractors who can ensure the continuous, safe, and compliant operation, maintenance, inspection, and repair of all systems and equipment within the Central Utility Plant (CUP) at the VA Medical Center. This includes full compliance with VHA Boiler Plant Safety Device Testing, Boiler Inspection and Certification Programs, VA Electrical Compliance programs, and Joint Commission Environment of Care (EOC) standards.

The contractor shall provide skilled personnel, including certified boiler operators and a plant manager, capable of maintaining all systems 24/7, responding to utility disruptions, and supporting regulatory audits and documentation requirements. The contractor shall provide qualified personnel and all labor, materials, tools, chemicals, software licenses, supervision, and services necessary to maintain full operational readiness of all systems associated with the CUP.
