Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 The Department of Veterans Affairs, Network Contracting Office 17, intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 6.302-1(a)(2)(ii) to Alliant Enterprises, LLC., 2140 Oak Industrial Drive NE Grand Rapids, MI 49505 for the procurement of the Mindray Scanning System, Ultrasound currently in use at VA Medical Center located in Dallas, TX, VA North Texas Healthcare System (VANTHCS).

This order for Mindray Scanning System, Ultrasound, with a warranty to be provided for a Period of Performance Base year + 4 Option Years of contract award, will be placed on a sole source basis with Alliant Enterprises, LLC., as the following circumstance in VAAR 819.7008 applies: Sole source awards to a certified service-disabled veteran-owned small business because Mindray Scanning System, Ultrasound is proprietary to Mindray North America and the manufacturer sent a proprietary letter stating that the vendor, Alliant Healthcare Products, is the only authorized SDVOSB to supply and service patient monitoring, anesthesia and ultrasound products manufactured by Mindray North America.

The VA North Texas Healthcare System at the Waco VA Medical Center currently utilizes Mindray Scanning System, in Dallas, TX. The substitution of any other part or unauthorized service personnel other than that from the authorized vendor, Alliant Healthcare Products, will void the warranty of the equipment and cause the equipment to not be incompliance with ZONE Sonography Technology+ (ZST+) software upgrades for Mindray products. Delivery schedule will be discussed prior to issuing the contract award.

The anticipated award date is September 15, 2024. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement data within 8 calendar days of this notice posting (no later than Sept 28, 2024, by 9:00 AM CST, to Angela Kyte, via email at angela.kyte@va.gov which shall be considered by the agency. Please note that telephone calls will not be honored.
