## Description

Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract (VA NAC IDIQ Order) to Philips Healthcare for the procurement of the following items and services:

**0001:** Equipment Maintenance Services, EPIQ 7C Ultrasound System.

**12 0002:** Specialty Transducer Services.

**Unit of Issue:**

**MO, Qty.:** 12 Option Items;

**1001, 1002, 2001, 2002. Address:** West Texas VA Health Care System, 300 Veterans Blvd, Big Spring, TX 79720. Anticipated Base Period of Performance: 3 April 2024 through 2 April 2025 The proposed sole source procurement will be made by a pricing agreement with Philips Healthcare.

The requesting activity has submitted a sole source letter from Philips stating that only original equipment manufacturer (OEM) field service engineers (FSE) are authorized to service Philips proprietary software and hardware on their brand name equipment. This notice is not to be considered a request for quotations or proposals.

No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government.

If no affirmative written response is received within 7 days from the publication of this notice, a contract or order will be issued to Philips Healthcare without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
