The estimated period of performance will be from the 1 June 2026 for a 5-year period of performance and no ordering period shall exceed 12 months. The number of Veterans requiring residential safe housing services (bed days) over the next five years will fluctuate and cannot be adequately determined at this time. Therefore, the award of firm-fixed price Indefinite Delivery Contract (IDC) is anticipated. Please be aware all Federal, State and local labor laws will be applicable to this procurement including, federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act. BACKGROUND: Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients who receive services under this contract will normally require additional services above the level of simple room and board. Services shall include, but not be limited to, residential room and board, provision of an alcohol and drug free environment, facilitation of active voluntary affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services. The residence shall be within a 20-mile radius of the Alexandria VA Health Care System, 2495 Shreveport Hwy, Pineville, LA. 71360. The per diem rate established will be an all-inclusive rate. Charges rendered will apply only to the number of beds utilized, not to exceed a maximum of 10 safe house beds reserved for Veterans enrolled in Substance Abuse Treatment Program and in need of shelter while receiving treatment. BASIC SERVICES: Services shall be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). It is understood that the type of patients to be provided with services under this contract will normally require services above the level of simple room and board. Residence/Building/Housing is preferred to be within a thirty-mile radius of the VA hospital for transportation purposes. The purpose of this contract is to provide a safe, low-barrier emergency shelter and coordinated supportive services for veterans experiencing homelessness, with the primary goal of rapidly resolving housing instability and securing permanent housing. The program will deliver comprehensive case management as the central service component, focused on assessing each veteran s housing barriers, developing individualized housing plans, and actively coordinating with the U.S. Department of Veterans Affairs (VA) and community partners to obtain and sustain permanent housing placements. In the event there is an emergency, proximity is of the utmost importance. Also, transportation to and from meetings and appointments will be more feasible from this central location. This solicitation is being issued as a tiered evaluation with the following tiers: (1) SDVOSBs and VOSBs (2) all other small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) other than small business concerns. If award cannot be made at each tier, the next tier of quotes will be evaluated. If a quote is acceptable in a tier, it will be accepted and awarded at that tier.
