Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 DESCRIPTION This is a Special Notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions. This announcement constitutes the only Notice of Intent (NOI) to Sole Source (SS) and synopsis of proposed action.

The Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 intends to issue and award to L1 Enterprises Inc., 618 West Patrick St, Frederick, MD 21701 for 4K video upgrade and integration on existing systems for SACC A and B MEDVAMC, located at 2002 Holcombe Boulevard, Houston, TX 77030. It has been determined that through initial Market Research, only one responsible SDVOSB can provide the required services identified in the draft SOW.

The North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing, with a size standard of 1,000 employees and the FSC/PSC is 6515 Medical and Surgical Instruments, Equipment, and Supplies. The Department of Veterans Affairs intends to solicit and award a FFP contract for the supplies as listed below:

OR 1 - Boom Room WUISK13 OR1® 4K BOOM ROOM 1.0 EA SACC A & B OR1 Air WUISK11 OR1® AIR 2.0 EA Construction WUIS- CUSTOM Custom System 1.0 EA The contractor shall provide and ensure safe, secure, reporting of results in accordance with established guidelines from the Department of Veterans Affairs Handbook 6500 and drafted statement of work. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED. Telephone requests will not be honored.

No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Robert Arabie by 3:00 pm (CST), Wednesday, April 10, 2025. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following:
