Twelve (12) proposals were received and considered timely. The Basis of the Award was determined by a Source Selection Evaluation Team (SSET) that evaluated Past Performance, Technical Capability and Price.

Past performance is more important than Technical Capability, and when combined, are more important compared to price for the purpose of determining the best value to the Government; therefore, the Government may award to other than the lowest priced offeror. The source selection was conducted in pursuant to FAR Part 8. The proposal submitted by Millbrook Support Services, Inc. provides the best overall value to satisfy the VA requirement.
