## Description

Notice of Intent to Sole Source The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, Central Texas Health Care System (CTVHCS) equipment located at Overton Brooks VA Medical Center (OBVAMC) 510 E. Stoner Ave, Shreveport, LA 71101, intends to issue a sole source contract to Four Points Technology, LLC located at 13221 Woodland Park RD STE 400, Herndon, Virginia, 20171 for Data Innovations Instrument Manager Middleware system upgrade, adoption of Laboratory Intelligence.

The Contractor, Data Innovations is providing the laboratory interface middleware called Instrument Manager (IM) that allows data transmission between the laboratory equipment and the Veterans Health Information Systems and Technology Architecture (VISTA). The current version of the software (8.17) is set to be divested on TRM by 01/2025 and will require an immediate update to the newest version (v9) due to security vulnerabilities.

Additionally, in preparation for the new Electronic Health Record Modernization (EHRM) Project, there is a standard recommendation of features that will be required of the Data Innovations system that include a test server, production server, high availability capabilities, and laboratory intelligence add on to monitor key performance indicators.

All work shall be performed at the Overton Brooks VA Medical Center (OBVAMC) 510 E. Stoner Ave, Shreveport, LA 71101. The VA intends to solicit a contract under the authority of FAR 13.106-1(b). The VA anticipates awarding a contract on or about 09/05/2024. This is a Notice of Intent to Sole Source. The NAICS Code for this procurement is 513210 Software Publishers which has a Small Business Size Standard of $47M. This Notice of Intent to Sole Source is not a request for competitive proposals.

However, in accordance with FAR 5.207 (c) (16) (ii), all responsible sources that feel they can fulfill this requirement may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement, and include:

Dun & Bradstreet Number, and the Taxpayer Identification Number, along with documentation that the vendor is an authorized service provider of the equipment listed. All respondents must have an active registration in the System for Award Management at www.sam.gov.

Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the SBA Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov in order to receive contract awards under the Veterans First Contracting Program. A determination by the VA not to compete this proposed action based upon responses to this notice is solely within the discretion of the VA.

In addition, the information received from this Notice of Intent to Sole Source will be retained as market research only.
