Veterans Affairs Medical Center Fire Alarm / Sprinkler Service Project 2495 Shreveport Hwy Pineville, La. 71360 This contract is for Alexandria Veterans Affairs Medical Center (hereinafter referred to as \"VA\") for the provision of service and repair of the EST Fireworks fire alarm system and maintenance of the fire sprinkler and Fire Pump system at the Alexandria VA hospital located at 2495 Shreveport Hwy, Pineville, LA 71360. TERMS: NICET- National Institute for certifications in Engineering Technologies EST- Edwards Systems Technology NFPA National Fire Protection Association OSHA- Occupation Safety Health Administration Fire Works- Brand name of Edwards Systems Fire Alarm ILSM-Interim Life Safety Measure VA- Veterans Affairs NEC- National Electric Code 1. Scope of Work 1.1 VA will receive 832 hours per year for service and preventative fire alarm maintenance. The service technician will visit the VA facility every week, Monday to Friday, between 8am and 4:30pm, unless approved by the Fire Chief to visit on a different day. The 832 hours will not include travel time or lunch breaks and will only be counted from the time of arrival at Building 15 of the VA facility until the time they leave the facility. 1.2 VA will receive all FireWorks® fire alarm system program updates and necessary system troubleshooting from a FireWorks® Technician. 1.3 VA will receive 154 hours per year for service and preventative fire sprinkler maintenance and installation. The service technician will complete work Monday to Friday, between 8am and 4:30pm when requested by the VA. The 154 hours will not include travel time or lunch breaks and will only be counted from the time of arrival at Building 15 of the VA facility until the time they leave the facility. 1.4 VA will be entitled to four (4) 8-hour days of weekend/Federal holiday/after-hours service calls per quarter. If these hours are not used within the quarter, they will be rolled over to regular repair hours for use in the next quarter. 1.5 Proposed hours will expire upon depletion of hours or at the end of the 12-month renewal period, whichever comes first. 1.6 The contract will include an annual test and inspection of the complete fire alarm system in October. This testing will not be counted towards the bank of hours in the contract. All devices connected to the fire alarm system must be tested per NFPA code and documented in a format required by the Joint Commission. 1.7 Fire Alarm Technician must be able to respond to Fire Alarm Emergency call outs within 1 hour from the time of call. 2. Supplies 2.1 The Contractor must maintain the following supplies, and the contract will cover the cost of the listed items. When items are used and become out of stock, the Contractor will provide a quote for restocking to the listed levels. At the end of the contract, any unused devices will be turned over to the VA. All supplies must be Edwards EST Fire Works compatible parts, excluding sprinkler parts. - (10) Smoke Detector Bases - (10) Control Relays - (10) Monitor Modules - (5) Wall Speaker/Strobes - (10) Ceiling Speaker/Strobes 2.2 The Contractor shall supply up to $12,000 in sprinkler parts, including any sprinkler system parts needed for repairs or fire pump maintenance. The prices of these parts will be audited by the fire department to ensure they are at a fair market rate. Any unused portion of the $12,000 will be refunded to the VA or provided as parts at the end of the contract. 3. Qualifications and Rules for Fire Alarm The Contractor must meet the following qualifications and rules for the fire alarm system: A. Be a certified \"Fire Works\" Edwards Systems Technology repair company. B. Be an EST 3 authorization Dealer. C. Provide a written schedule of work, including times and buildings where work will be performed. D. Ensure compliance with all NFPA codes. E. Ensure compliance with all OSHA codes. F. Ensure compliance with all NEC codes. G. Have a NICET Level 1 (or higher) Fire Alarm Technician to install conduit for the fire alarm system. H. Have a NICET Level 1 (or higher) Fire Alarm Technician authorized to install wire or cable. I. Have a NICET Level 1 (or higher) Fire Alarm Technician authorized to install and terminate fire alarm devices. J. Have a NICET Level 3 (or higher) Fire Alarm Technician to supervise the installation of the fire alarm system and terminate cabling in cabinets and panels. K. Have a NICET Level 3 (or higher) Fire Alarm Technician to program addressable systems. L. Provide all necessary tools, ladders, and materials to complete the project, including any rental tools and lifts. M. Be responsible for any ceiling tiles that may become damaged during construction. N. Immediately report any dangers or life safety issues to the Fire Chief or Fire Department. O. Comply with all VA contractor regulations at all times. P. Display VA contractor badges in clear view while working on VA property. Q. H. All ceiling work must be completed within 4 hours or an ILSM (Interim Life Safety Measure) must be requested. 4. Qualifications and Rules for Fire Sprinkler Contractor must be certified with the Louisiana State Fire Marshal. NICET Level 3 (or higher) for inspection and testing of water-based systems.
