## Description

The VHA Network Contracting Office (NCO) 16 intends to issue a single-source award to Minburn Technology Group LLC (SAMuei: WN8JFVZTBCA5) to provide the brand name Biopoint Patient Identification Barcoding Point of Care (BPOC) System. The BPOC expands the automated Bar Code Medication Administration (BCMA) system throughout the medical facility. The brand name BCMA system requires the brand name BPOC System using proprietary software owned and manufactured by Advarra.

Minburn Technology Group LLC is an authorized distributor of Advarra’s BPOC System and associated products.

The purpose of this action is to provide notice of intent for which the Government intends to solicit and negotiate with only one source, Minburn Technology Group LLC, under the authority FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilizations).

Additionally, Minburn Technology Group LLC is a certified SBA VetCert Service-Disabled Veteran-owned Small Business (SDVOSB); therefore, pursuant to 38 U.S.C 8127(b), Contracting Officers may use other than full and open competition when awarding to SDVOSB and Veteran-owned Small Business (VOSB) firms for procurements. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested persons may identify their interest and capabilities for fulfilling this requirement.

A determination by the Government not to compete this requirement is based solely upon the responses of this notice. Information received will be considered for the purposes of determining whether to conduct a competitive requirement; however, determination is solely within the discretion of the Government.
