This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of proposed action.

The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 15 intends to negotiate/award a sole-source contract to Omnicell, Inc. due to the proprietary nature of the equipment. The contract will be a Firm Fixed award. The statutory authority for this noncompetitive acquisition is FAR 13.106- 1(b) as implemented by FAR 6.302-1.

The North American Industrial Classification System (NAICS) code for this procurement is 339112, and the FSC/PSC is 6515. The Department of Veterans Affairs intends to solicit and award an Open Market Sole Source Firm Fixed award for IVX (IVS-PNT-002) Epson Pharmacy Label printer and the IVX (IVS-SCN-002) Zebra Barcode Scanner for the Harry S. Truman Memorial Veterans Hospital at 800 Hospital Drive in Columbia, MO 65201-5275. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.

A SOLICITATION WILL NOT BE POSTED. During the facilities on site visit with Omnicell IVX it was determined that two (2) additional pharmacy printers and scanners are needed for implementation of the IVX Workflow Pharmacy Camera System and IVX Cloud Virtual Server Software purchased in 2023 as part of ongoing United States Pharmaceuticals (USP) 797/800 compliance.

This requirement is an effort to minimize sterile product compounding and the Institute for Safe Medication Practices (ISMP) best practices regarding verification of sterile compounding recommendations is using technology to assist in the verification process. Omnicell is the only source that has the IVX (IVS-PNT-002) Epson Pharmacy printer and the IVX (IVS-SCN-002) Zebra Scanner Kit and are the only devices officially supported and recommended with our current IVX system.

Omnicell does not contract products and or services to 3rd parties, therefore there are no other sources capable of meeting the requirement.

All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence and provide an Authorization Service Letter from Enercon Engineering the Original Equipment Manufacturer (OEM) by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
