## Description

This solicitation has been revised to correct the 2nd page of SF 1442. See Amendment 36C25524R0071 0003 attached.

This solicitation has been amended to extend the RFP submital date, add submittal requirements for Vets 4212, and post the Government's response to Vendor's RFIs. See Amendment 36C25524R0071 0002 attached.

This solicitation has been amended to post the sign-in attendance sheet for site visit conducted on 9/16/2024. See Amendment 36C25524R0071 0001 attached.

THIS SOLICITATION IS A 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. NCO 15 anticipates the award of one (1) Indefinite-Delivery/Indefinite Quantity (IDIQ) Job Order Contract (JOC), for the Colmery - O'Neil VA Medical Center, 2200 SW. Gage Blvd, Topeka, Kansas, 66622. (Topeka VAMC).

Topeka VAMC is in need of expedited procurement capabilities through the JOC to provide simplified non-complex,general construction services for lower dollar construction projects, maintenance, alterations, and repair of buildings, structures, or other real property projects. The North American Industry Classification System (NAICS) for this acquisition is 236220, Commercial and Institutional Building Construction. The small business size standard is $45.0 million.

This acquisition is a 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB). All Contractors and Joint Ventures must be certified in SBA Vetcert, and registered in SAM.gov at the time of proposal due date through the time of award to be eligible for award. See FAR 52.204-7(b)(1).

**Notice:** Clause 52.222-37 Employment Reports on Disabled Veterans and Veterans is incorporated by reference in this solicitation. Public Law (P.L. 105-339), Section 1354 provides that no agency may enter into a contract with a contractor who has not filed a VETS-4212 report for the preceding fiscal year under Title 38 Section 4212(d). Acknowledge VAAR clause 852.219-75 by signing certification blocks of the clause (see page 64 of solicitation) and return with proposal to the Contracting Officer.

Proposals submitted by Teaming Arrangements other than VA Joint Ventures will not be considered. Contract will be for a one-year (1) base period with up to four (4) one-year option periods. The total contract will not exceed five (5) years. Minimum task order amount: $2,000.00 and Maximum Task Order amount: $500,000. The maximum contract value of the contract shall not exceed $20,000,000.00 over the life of award and will be made based on the best value to the Government.

Base Contract Year is anticipated to be for a 365-calendar day period. There will be only one site visit / pre-solicitation meeting on Sept 16, 2024, at 1:00 PM Central Time. Attendance is highly recommended.
