## Description

Amend A00001 Questions 01-16 Solicitation No. 36C225524R0113 589A5-24-109 REPLACE SANITARY SEWER LINES BUILDINGS 2&4 1. Please confirm the scope listed in 01 00 00 1.8A1 is not included in the project.

**Response:** Confirmed. The scope listed in 01 00 00 1.8A1 is NOT included in this project. 2. Service weight hub and spigot pipe and fittings?

**Response:** No, use epoxy no-hub cast iron pipe and fittings. 3. Lead joints / rubber compression gaskets?

**Response:** Most of the joints in the pipe basement currently have compression gaskets. There is a potential that a few joints are still lead. If these are found, we will address the added cost through a modification to the contract. 4. No-hub pipe and fittings?

**Response:** Yes, use epoxy no-hub cast iron pipe and fittings. 5. Standard bands / Heavy duty bands?

**Response:** Heavy duty bands are required. 6. After we all dismissed, we were talking and someone said something about Clevis hangers and hardware possibly containing (LEAD) Orange paint to indicate such, I never heard this please explain, the hangers and hardware are they to be reused or do they have to be demoed and replaced thank you.

**Response:** All hangers need to be replaced and are assumed to have lead paint on them. All of the original pipe hangers from the 1950 were painted orange with lead-based paint. 7. There is work going on right now on the elevator, what is the possibility that they could hold off on completing their elevator project at least long enough for us to get all of our materials, pipe and fittings we are going to need down in the workspace below 1st floor?

**Response:** The work on the elevator project cannot be delayed. After the contract is award you can coordinate with the other contractor but this will not be at the direction of the VA. 8. Has there been any LEAD hazards analysis done?

**Response:** No. There is not a record of a detailed LEAD hazards analysis has been completed. 9. The manhole out in front of building 4, bid item #4, what exactly is needing to be done? Do you want the ring and lid pulled and an adjustment ring installed below the ring and lid to raise the elevation, if so how much do you want to raise it?

**Response:** The existing steel ring and lid need to be replaced. There is no need to modify the existing elevation of the lid. Due to the age of the sanitary pipe being removed, it has been our experience. that there is the possibility of encountering lead joints or ACM.

**Response:** The is no ACM. The pipe is un-insulated. Most of the joints in the pipe basement currently have compression gaskets. There is a potential that a few joints are still lead. If these are found, we will address the added cost through a modification to the contract. Are there any abatement requirements in this project?

**Response:** The pipe hangers are coated in lead paint and need to be removed and properly disposed of. Will there be any phasing requirements?

**Response:** No. The sanitary sewer line under Building 5 C-wing is a single system. Is this project tax-exempt?

**Response:** Yes, incorporate the following clause to the solicitation. Special Notes regarding FAR 52.229-3:

**Federal, State and Local Taxes:** Offerors are hereby notified that under Kansas Stat. Ann.

79-3606, all sales of tangible personal property or services purchased by a contractor for construction projects for the government of the United States, its agencies or instrumentalities, that would be exempt from taxation if purchased directly by the government of the United States, its agencies or instrumentalities is exempt from state and local sales tax or compensating tax.Â Therefore, the contractor s purchase of such building and construction materials within the State of Kansas to be incorporated into buildings or other projects belonging to the U.S. Department of Veterans Affairs (VA) are exempt from Kansas Sales and Compensating Tax.Â To take advantage of the tax exemption, the VA will furnish to the contractor at award a Project Exemption Certificate for the project involved, and the contractor may present this certificate when it purchases materials for incorporation into such project.Â Notwithstanding FAR 52.229-3, all bids received in response to this solicitation are presumed to reflect this tax exemption, and therefore should not include Kansas State or Local sales tax or Compensating tax on sales of materials for incorporation into a VA project under this contract. Will work be required during nights & Weekends?

**Response:** Nights and Weekends are not required. The 2nd floor of C wing is currently vacant. The first floor is occupied by our Women s Health Clinic, but the affected bathrooms will be closed. The staff and patients will utilize the bathrooms in A wing (central section of the building). 15. Does this project include any EPA-specific guidelines for the disposal of the contaminated soil?

**Response:** The requirement to remove the contaminated soil was removed from the project. An amendment with an updated SOW will be issue by the contracting officer. Is there any acid waste pipe in the project?

**Response:** There is no acid waste pipe in this project.
