This project will replace Sanitary Sewer Line in Building 2-1-A, replace Sanitary Sewer Lines in Building 4 C-Wing Pipe Basement, clean-up Raw Sewage Spill in Building 4 C-Wing Pipe Basement and Replace Sanitary Manhole Ring and Lid. General Scope of Work: The contractor shall provide all labor, material, and equipment to replace approximately 12 linear feet sanitary sewer line from and including the toilet flange in room A206 to and including the Y-connection in room A102 where the horizontal sanitary line transitions to the vertical sanitary sewer riser. Period of Performance is 30-Days after NTP. The facility location: VISN 15/ Colmery-O Neil VAMC, 2200 Gage Blvd, Topeka, Kansas 66622. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, this procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The estimated cost magnitude is between $250,000,000 and $500,000,00. The North American Industry Classification Code (NAICS) for this procurement is 236220 with a small business size standard $45.0 million. The duration of the project is estimated to be 30 - calendar days after receipt of notice to proceed. This completion period includes final inspection and clean-up. Today we will first discuss contractual issues, then we will discuss technical issues, entertain questions, and finally conduct a walk through of the areas. Before we cover the issues, let me first introduce myself and the Government staff. CO Tim Parison COR Thomas Dow Alternate COR: Rex Fleming I. Contractual Issues 1. General: Project Title: PROJECT 589A5-24-109 Replace Sanitary Sewer Lines Bldg 2 & 4,VAMC, Topeka (b) Magnitude of Project: $$250,000.00 to $500,000.00 (c) Period of Performance: 30-days after receipt of notice to proceed. Site Visit Questions are due in writing to the Contracting Officer by 10:am central time on Tuesday, 20 August 2024. The email address is listed in the solicitation and/or an amendment. Proposals are due, Thursday 05 September 2024 at 2:00 PM at the NCO 15 office at 3450 S. 4th Street, Leavenworth, Kansas 66048-5014. If the proposal does not reach our office in time, it cannot be accepted for any reason. If the proposal is deliverd to the Leavenworth VA Medical Center, it cannot be accepted. Fax or electronically sent proposals are NOT acceptable. The project is 100% set aside for Service-Disabled Veteran Owned Small Business. The successful prime contractor will be required to perform no less than 15 percent of the construction labor. Award will be made using the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) Source selection process outlined in FAR Part 15. Please pay attention to the proposal submittal instructions of the solicitation package. The Government plans to award without discussions. Offerors must provide a breakdown of labor and material costs by division for each bid item in the solicitation. Failure to provide a breakdown of labor and materials with the proposal will render the proposal technically unacceptable. Failure to acknowledge any, and all amendments issued to this solicitation shall be cause for rejection of the offer. Failure to provide information is the most common reason for a proposal to fail technically. Offerors are encouraged to read the Factors for technical acceptability carefully. For example: Under Factor 4, with regards to the Safety Officer, the minimum standard for a Safety Officer includes: Life Safety, Scaffold Safety, OSHA 30, Fall Protection Training, Crane/Rigging Safety and the individual must have a minimum of 5 years of experience as a Safety Officer. If Offerors fail to mention one of these standards (OSHA 30 as an example), the proposal will fail technically. Offerors are responsible for providing the information requested in the solicitation for both price and technical factors. Failure to provide an adequate Contractor Safety Plan which addresses the minimum standards for compliance under Factor 4 can be a technical failure. The calculation of Self-Performed and/or Subcontracted Work must be provided with the Contractor proposal (bid). Failure to provide this will be a technical failure. The pre-award Contractor Safety and Environmental Record Evaluation Form must be provided with the proposal (bid). Failure to provide this information will be a technical failure. 2. Service weight hub and spigot pipe and fittings? Response: No, use epoxy no-hub cast iron pipe and fittings. 3. Lead joints / rubber compression gaskets? Response: Most of the joints in the pipe basement currently have compression gaskets. There is a potential that a few joints are still lead. If these are found, we will address the added cost through a modification to the contract. 4. No-hub pipe and fittings? Response: Yes, use epoxy no-hub cast iron pipe and fittings. 5. Standard bands / Heavy duty bands? Response: Heavy duty bands are required. 6. After we all dismissed, we were talking and someone said something about Clevis hangers and hardware possibly containing (LEAD) Orange paint to indicate such, I never heard this please explain, the hangers and hardware are they to be reused or do they have to be demoed and replaced thank you. Response: All hangers need to be replaced and are assumed to have lead paint on them. All of the original pipe hangers from the 1950 were painted orange with lead-based paint. 7. There is work going on right now on the elevator, what is the possibility that they could hold off on completing their elevator project at least long enough for us to get all of our materials, pipe and fittings we are going to need down in the workspace below 1st floor? Response: The work on the elevator project cannot be delayed. After the contract is award you can coordinate with the other contractor but this will not be at the direction of the VA. 8. Has there been any LEAD hazards analysis done? Response: No. There is not a record of a detailed LEAD hazards analysis has been completed. 9. The manhole out in front of building 4, bid item #4, what exactly is needing to be done? Do you want the ring and lid pulled and an adjustment ring installed below the ring and lid to raise the elevation, if so how much do you want to raise it? Response: The existing steel ring and lid need to be replaced. There is no need to modify the existing elevation of the lid. Due to the age of the sanitary pipe being removed, it has been our experience. that there is the possibility of encountering lead joints or ACM. Response: The is no ACM. The pipe is un-insulated. Most of the joints in the pipe basement currently have compression gaskets. There is a potential that a few joints are still lead. If these are found, we will address the added cost through a modification to the contract. Are there any abatement requirements in this project? Response: The pipe hangers are coated in lead paint and need to be removed and properly disposed of. Will there be any phasing requirements? Response: No. The sanitary sewer line under Building 5 C-wing is a single system. Is this project tax-exempt? Response: Yes, incorporate the following clause to the solicitation. Special Notes regarding FAR 52.229-3: Federal, State and Local Taxes: Offerors are hereby notified that under Kansas Stat. Ann. 79-3606, all sales of tangible personal property or services purchased by a contractor for construction projects for the government of the United States, its agencies or instrumentalities, that would be exempt from taxation if purchased directly by the government of the United States, its agencies or instrumentalities is exempt from state and local sales tax or compensating tax.Â Therefore, the contractor s purchase of such building and construction materials within the State of Kansas to be incorporated into buildings or other projects belonging to the U.S. Department of Veterans Affairs (VA) are exempt from Kansas Sales and Compensating Tax.Â To take advantage of the tax exemption, the VA will furnish to the contractor at award a Project Exemption Certificate for the project involved, and the contractor may present this certificate when it purchases materials for incorporation into such project.Â Notwithstanding FAR 52.229-3, all bids received in response to this solicitation are presumed to reflect this tax exemption, and therefore should not include Kansas State or Local sales tax or Compensating tax on sales of materials for incorporation into a VA project under this contract. Will work be required during nights & Weekends? Response: Nights and Weekends are not required. The 2nd floor of C wing is currently vacant. The first floor is occupied by our Women s Health Clinic, but the affected bathrooms will be closed. The staff and patients will utilize the bathrooms in A wing (central section of the building). 15. The manhole out in front of building 4, bid item #4, what exactly is needing to be done? Do you want the ring and lid pulled and an adjustment ring installed below the ring and lid to raise the elevation, if so how much do you want to raise it? Response: The existing steel ring and lid need to be replaced. There is no need to modify the existing elevation of the lid. Due to the age of the sanitary pipe being removed, it has been our experience. that there is the possibility of encountering lead joints or ACM. Response: The is no ACM. The pipe is un-insulated.
