New Elevator B-23 676-22-103 5 Tomah VAMC, Tomah, WI 01/13/2022 SCOPE OF WORK PROJECT NO: 676-22-103 PROJECT NAME: Install New Elevator B-23 A/E Services BACKGROUND The intent of the project is to install a new traction elevator, controls, equipment and ancillary devices and associated utilities at Building 23, new stairwell in area near new elevator, and connect building to existing emergency power source. All work is located at the Tomah VA Medical Center, 500 East Veterans Street, Tomah, Wisconsin. The selected General Contractors work shall consist of installation of new elevator in Building 23 in space to be determined by A/E and COR based on 3 best location options that will be determined by the 10% review. Building 23 will have a new elevator shafts constructed inside existing building space with sensitivity toward EHRM (Historic Building) and not adding additional square footage to the building. The building and all floors are assumed to be occupied during construction. This project is to be completed in accordance with drawings, specifications, and state & federal requirements. Additional project specific requirements are provided below. The A/E will procure and provide the VA and General Contractor access to a submittal exchange. This service will be used to manage and exchange submittals through the duration of the contract. The General Contractor will be responsible to train their personnel on how to navigate the system and upload/download documents via the provided system. The General Contractor shall be responsible to provide their own internet access, computers necessary updates, up to date computer virus software, and electrical power to gain access into the system. Original Drawings of Building 23 are unavailable for this project. Structural Analysis will be required in this design. DESCRIPTION OF WORK Provide Professional Architect / Engineer services to prepare/provide, construction drawings and specifications, cost estimates, and Construction Period Services (CPS) for the Install New Elevator B-23 project 676-22-103. Phase 1 - Analysis of space and utilities needed to Install new traction elevator. Provide building emergency power from existing emergency generator source and Install new stairwell adjacent to new elevator. A destructive hazardous materials survey will be accomplished by the A/E as part of this design. Building shall remain operational and occupied during construction. Design firm must work with elevator manufacturer and other designated manufacturers throughout the design phases. Perform initial analysis, to include but not be limited to, the following areas: Space Requirements Floor Loading Power Requirements UPS Requirements HVAC Loading Plumbing Requirements Compressed Air Requirements Access Route (make sure the unit can be delivered into the shaft) Elevator Loading Door Width/Height Restrictions New Unit and Accessory Space Requirements Existing Unit Relocation Space and Utility Requirements Phase 2 Preparation of Updated Construction Estimate Based on the Phase 1 results, prepare an updated construction costs estimate for the necessary utility and building renovation work. Phase 3 Preparation of Construction Plans and Specifications Prepare detailed architectural and engineering plans and specifications for the necessary utility and building renovation work. Prepare bidding documents to facilitate competitive bidding. We plan to construct in first quarter of FY 23. Estimated construction cost is $3,000,000 to $3,500,000. The A/E shall have at least five (5) visits during the design phase. The initial site visit will be a combination of a half-hour kick-off meeting and then an interactive programming meeting with the VA s COR, facilities engineers, OEM representative, and key staff members to conduct a programming workshop that will define the scope, the intent, and logistics of the project. The A/E will also have a separate team on-site conducting detailed field data gathering and building system investigations and documentation. The second site visit will be to update the results of the first programming event and to review decisions and compare the program with the findings of the field investigation work. The third meeting will be to review the final program and decisions made by the VA regarding logistics and costs prior to submitting a 35% review package. The fourth site visit will be a face-to-face page turn meeting prior to the 65% submittal. The fifth on-site meeting will be a face-to- face page turn meeting prior to the submittal of the 95% plans, estimate, and specifications with the VA Engineering staff, the VA Construction Committee, and other Facility Staff. Construction Period Services will include: Provide Submittal Exchange access to A/E, VA, and GC Review and approve all submittals within 14 days; some may require quicker turnarounds. Review and approve all RFI s within 7 days; some may require quicker turnarounds. Prepare Construction Bulletins, (CB s), as required to address various issues, RFI s, etc , these will include detailed cost estimates, broken into labor & material for each item, may require additional review of contractor s proposal. Include (5) Construction Site Visits to provide final design. Provide option for CPS services to include 3 site visits and final construction inspection/punch list. Provide option for third-party Commissioning services. Provide option for third party asbestos removal monitoring services with certified vendor. GUIDELINES AND REQUIREMENTS Energy efficiency and recovery are critical parts of this project and need to be carefully considered and incorporated into project design. Destructive hazardous materials testing and report in proposed construction area. Complete Building Structural Analysis and report. Create complete building as-built (dwg and pdf) drawings to include structural, electrical, plumbing, HVAC and floor plans with room numbers. Provide third-party asbestos removal monitoring services by certified vendor. Designing elevator to have stops on each floor is critical portion of design (5 stop elevator with entry from adjoining tramway). Stairwell addition will be considered a Bid Alternate for construction estimate. Complete building as-built drawing creation will be considered a bid alternate for design bids. The A/E will be required to do extensive investigative work in existing spaces and ceiling areas to determine extent of existing utilities and ensure that there is sufficient space for all related work to be installed and/or modified. All fire and smoke walls shall be shown on the drawings and any penetrations shall be identified with an appropriate UL labeled fire stopping system. The A/E shall participate in the VA s Infection Control Risk Assessment (ICRA) and the VA s Pre-Construction Risk Assessment (PCRA) during the 95% review. A/E shall incorporate appropriate mitigation measures identified during the ICRA and PCRA into the design drawings. A/E will provide design review services by FP&C or suitable fire review service for compliance with current NFPA requirements and validate comments to with COR. These energy requirements supersede the VA master specs and design guides, which must be updated as necessary for the project. However, patient care supersedes any energy requirements. Any requests for exceptions to ASHRAE 90.1-2019, must be documented in writing as part of the design submissions, and approved by the VA. At design completion, submit a PE stamped (from all applicable fields) document confirming compliance with ASHRAE 90.1-2019, noting any approved exceptions. DESIGN TIMES Design times will be allotted as noted below. This schedule will change based on award time of project and required completion time as negotiated. INTRODUCTION This document contains information and minimal submission requirements for contract documents specified in the A/E contract. The Department of Veterans Affairs (VA) may contract with an Architect/Engineer (A/E) for any portion of a design: Schematics, Design Development, Construction Documents, or a combination of these. For projects where the VA is contracting for Schematics Documents only, Schematics and Design Development Documents only, or Schematics, Design Development, and Construction Documents, the VA will provide the Design Program (if available), Facility Development Plans (if available), and VA design standards to accompany the Scope of Work for the project. For projects where the VA is contracting for Design Development and Construction Documents only, the VA will provide the Schematics Plans and VA design standards to accompany the Scope of Work for the project. For projects where the VA is contracting for Construction Documents only, the VA will provide the Design Development Plans and VA design standards to accompany the Scope of Work for the project. Coordinate all activities with the VA Medical Center (VAMC). Hold informal meetings (upon mutual consent of the VA and the A/E) at the VAMC to discuss the design and related issues. Continue to expand contacts by telephone, rough sketch studies and other means of communication with the purpose of finalizing a general design approach to be followed. Final approved Schematic documents shall be the basis for the development of the Design Development phase. Likewise, final approved Design Development documents shall be the basis for the development of the Construction Documents phase. The VAMC must approve any changes from each set of documents before the A/E proceeds to the next phase. VA will review all submittals for functional and aesthetic relationships. However, no further functional decisions are anticipated after the Design Development phase. Provide a design narrative/analysis for each technical discipline (e.g., architectural, mechanical, fire protection, etc.) which describes the intent of each discipline with schematic and/or design development submission. Provide computations and sizing calculations for electrical, mechanical (HVAC, plumbing, and steam), sanitary, structural and fire protection designs. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures. Provide individually packaged drawings for each submission to each unit specified in the \"Distribution of A/E Materials\" section. Submit a complete set of final approved drawings incorporating all revisions, within 30 days after completion of the Schematics and Design Development stages. At each review stage, the VA s technical reviewer, a value-engineering consultant, or a construction manager will perform a value engineering review. Submit final drawings (Bid Documents) in 3 1/2\" floppy disks to be used with the AutoCAD version at the VAMC. Submit instructions on the use of the disks along with a complete listing of all layers that are used. B. A/E RESPONSIBILITIES: Contract documents shall meet or exceed the requirements of this document. The A/E is responsible for producing a complete set of drawings, design narrative/analysis, calculations, sample boards, and specifications in accordance with professional standard practices and VA criteria. Each A/E discipline shall receive a copy of their respective VA design manuals, standard details, construction standards, and VA National CAD Standard Application Guide. The AE is responsible for obtaining the NCS. A/E shall conduct coordination meetings between A/E technical disciplines before submitting material for each VA review and provide minutes of the meetings to VAMC. A/E shall adhere to the approved Memorandum of Agreement (MOA). A/E shall provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section. In addition, the A/E shall conduct interim fire protection installation inspections and witness final fire protection equipment testing. C. SUBMISSION POLICY: There is a Schematic* submission, a Design Development (DD**) submission, and a Construction Document (CD***) submission indicated in this guide. The VAMC may alter the submission requirements depending upon the complexity of the project by adding or deleting certain reviews. Where additional reviews might be required, the VAMC will issue, at their discretion, a detailed Statement of Task or supplemental instructions to the A/E, which would be provided at the time of solicitation for a fee proposal. At each submission, the A/E shall date all material and present the designs on VA standard size drawings that are appropriately labeled, \"SCHEMATIC SUBMISSION\", DESIGN DEVELOPMENT SUBMISSION , OR CONSTRUCTION DOCUMENT SUBMISSION , in large block letters above or beside the VA standard drawing title block. In each submission, the A/E shall incorporate the corrections, adjustments, and changes made by VA at the previous review. D. QUALITY ASSURANCE/QUALITY CONTROL (QA/QC): In an effort to reduce construction change orders due to design errors and omissions, the Office of Facilities Management has initiated a Quality Assurance/Quality Control program. The A/E shall develop, execute, and demonstrate that the project plans and specifications have gone through a rigorous review and coordination effort. The requirements are as follows: Fee Proposal: Provide an outline of the actions that your firm will take during the design process along with an associated fee. Two Weeks after Receipt of the Notice To Proceed: Submit a detailed QA/QC Plan describing each step that will be taken during the development of the various phases of design. Each step should have an appropriate space where a senior member of the firm can initial and date when the action has been completed. 100% Submittal: Submit the completed QA/QC Plan along with the latest marked-up documents (plans, specifications, etc.) necessary to ensure that a thorough review and coordination have been completed.
