NOTICE OF INTENT TO SOLE SOURCE Page 4 of 5 The Network Contracting Office (NCO) 12, Great Lakes Acquisition Center (GLAC) is intending to issue a sole source contract for Community Nursing Home (CNH) services on behalf of the Illiana VA Health Care System, 1900 East Main St, Danville, Illinois to Decatur Manor Healthcare. The purpose of this Special Notice is to post the Government s intent to sole source.

This acquisition is conducted under the authority of FAR 13.5, Simplified Procedures for Certain Commercial items. The resultant contract will consist of a five-year ordering period with an anticipated award date of May 1, 2024. VA s Community Nursing Home program has allowed the VA s CNH program personnel, the veteran, and the veterans family to choose where a veteran is placed.

As prescribed in VHA Handbook 1143.2, for more than 35 years, the CNH Program has maintained two cornerstones: some level of patient choice in choosing a nursing home close to the veteran s home and family; and unique approach to local oversight of CNHs. The quality of care for the veteran will be accomplished through placement in a nursing home that is in close proximity to where the veteran and his family resides.

Notably, in the VA s community nursing home program, the veteran s placement decision is made by VA, the veteran, and the veteran s family. The geographic factor in these circumstances makes this requirement unique and, therefore, not subject to competition. The North American Industry Classification System (NAICS) 623110 Nursing Care Facilities (Skilled Nursing Facilities). This notice is NOT a request for competitive quotes. No telephone responses will be accepted.
