Notice of Intent to Sole Source Requirement Department of Veterans Affairs, VISN 10, VA Indianapolis - 1481 W. 10th St, Indianapolis, IN 46202, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for 3 Avigilon Network Server Refresh (Network Video Recorders NVR). The associated NAICS code for this is 334111. The vendor will be Central Security & Communications, 11201 USA Parkway, Suite 100, Fishers, IN 46037-9204.

**Description of Equipment or Supplies:** Avigilon 252TB Premium 2U Rack Mount NVR - NVR5-PRM-252TB-S19 Qty 2 Installation/Labor Cost Qty 1 Avigilon 96TB Premium 2U Rack Mount NVR - NVR5-PRM-96TB-S19-NA Qty 1 Installation/Labor Cost Qty 1 The Avigilon network server refresh is needed to maintain the security camera network. The three refresh servers will replace the six servers currently in place. The current network includes a vast array of approximately 530 cameras.

The new Network Video Recorder (NVR) servers must tie into existing cameras, licenses and reuse existing IP addresses to minimize disruption to the network. This procurement involves comprehensive installation, programming, testing, and integration into the existing Avigilon network server ecosystem. Central Security & Communications (CSC), small business (SB) has completed multiple Network Server/NVR projects throughout Indianapolis VA.

CSC has extensive prior experience with the requested equipment and configuration of the network servers and security system. This includes the initial installation of the current six Avigilon Network Servers. CSC has completed the VA Domiciliary NVR system and maintains a service agreement. CSC has also completed and maintains the Indianapolis CBOCs NVR System.

CSC possesses the proprietary knowledge, security system, security codes, access codes, personnel, and configuration experience needed to provide the labor, programming, and testing for the installation of the upgraded equipment requested. Due to the complexity of this procurement, CSC is the only integrator that can support the successful deployment and completion of this particular Avigilon Network Server Refresher project. CSC is verified as an Avigilon Elite Partner for the Indianapolis VA.

Past performance has been satisfactory and exceeds all expectations. If this effort was otherwise competed, substituting for any other equipment or vendor will increase risk of configuration errors, and potential risk of damaging equipment which would subsequently result in mission stoppage and possible safety concerns. The delay in award could incur greater financial loss (economically prohibitive). A firm fixed price contract with no option years is anticipated and shall be awarded.

It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
