No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Alternate submission: Offerors submitting alternate items must provide technical information sufficient for a lay person to determine acceptability, and must prove same form, fit and function as the requested items.
