## Description

INTENT TO SOLE SOURCE The Louis Stokes VA Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106-1702 intends to sole source with Oregon Health and Science University (OHSU) Research Development 505 N.W. 185th Avenue Beaverton, OR 97006 for animal care services under the Laboratory Animal Resource Center (LARC) as designated by the Association and Accreditation of Laboratory Animal Care (AAALAC).

The proposed action is for IACUC services, which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR 6.302-1(a)(2). The Government believes that only one (1) responsible source can provide the supplies/services that will satisfy the agency requirements.

This belief is based on that Oregon Health and Science University is the sole University continuing to provide the specialized expertise and knowledge to adhere to the required animal care guidelines, protocols, and remain accredited by the Association for Assessment and Accreditation of Laboratory Animal Care International for the Louis Stokes VA Medical Center. This notice is not a request for competitive quotes, but responses received on or before June 5, 2024, will will be evaluated.

A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is only within the discretion of the Contracting Officer. Information received will be considered solely for purposes of determining whether to conduct a competitive procurement. Responses must be submitted in writing to Attention: Dwight Petsche, Contracting Officer, 260 East University Avenue, Cincinnati, OH 45220, email at dwight.petsche@va.gov. Responses must be received no later than 4:30pm, Wednesday, June 5, 2024. No telephone inquiries will be accepted.
