36C25024Q0646 SPECIAL NOTICE INTENT TO SOLE SOURCE Captus 4000e Thyroid Uptake Systems The Department of Veterans Affairs, The Chalmers P. Wylie Ambulatory Care Center, 420 North James Road, Columbus, Ohio 43219 intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.

The VA intends to solicit and negotiate with the OEM, Mirion Technologies (Capintec), Inc. at 7 Vreeland RD STE 101, Florham Park, New Jersey, 07932 and their two Service-Disabled Veteran-Owned Small Business (SDVOSB) authorized distributors: SDVOSB, 1st American Medical Distributors, Inc. at 151 Heritage Park Dr. STE 201, Murfreesboro, TN 37129 and SDVOSB, DGA Medical, LLC. at 13236 N. 7th Street, STE 4246, Phoenix, AZ 85022. The Chalmers P. Wylie Ambulatory Care Center is in need of the Mirion Captus 4000e Thyroid Uptake System with 2 Well.

This system will replace the Captus 3000 Uptake Probe and Well Counter which has reached end of life. The uptake probe allows the Nuclear Medicine department to access and detect a patient s thyroid function, such as hypothyroidism and hyperthyroidism. This exam is routinely ordered by our primary care providers. The well counter is used as a secondary backup well counter for the Nuclear Medicine Department.

The well counter is mandatory for the use of radioactive material per the Nuclear Regulatory Commission (NRC) and National Health Physics Program (NHPP).

Description of service/supplies being requested: (1) 5430-30151: Thyroid Uptake System Only (1) 5430-00007: CAP DICOM Interface (1) 5420-0090: Captus Test Tubes for Wipe Samples (100) (1) 5230-0038: Neck Phantom for Thyroid Uptake System (1) Training The Mirion Captus 4000e Thyroid Uptake System has unique characteristics that the Chalmers P. Wylie Ambulatory Care Center have determined are clinically necessary. No other vendor s products have been identified that can meet all these requirements.

Below are necessary features that comparable competitors do not have: Enterprise Risk Assessment (ERA) approved system Technical Reference Model (TRM) for communication software The Government believes that only these businesses can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.

Other persons may identify their interest and capability to respond to this requirement by Monday, May 20, 2024, by 5:00PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Central Ohio Healthcare System is in need of the Mirion Captus 4000e Thyroid Uptake System with 2 Well.

This system will replace the Captus 3000 Uptake Probe and Well Counter which has reached end of life. This system will improve the nuclear medicine clinical efficiency and workflow. The is to include applications, hardware, installation/configuration and on-site clinical applications product training.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: OEM, Mirion Technologies (Capintec), Inc. is the sole manufacturer of the Mirion Captus 4000e Thyroid Uptake System. The Mirion system is the only Enterprise Risk Assessment (ERA) and Technical Reference Model (TRM) approved system for the VA currently being offered on the market. The competing system does not have a TRM approved software suite.

Description of market research conducted and results or statement why it was not conducted: The results of the market research showed that the OEM, Mirion Technology (Capintec), Inc. limits the sale and service of the Mirion Captus 4000e Thyroid Uptake System. The competing system does not have a TRM approval for their communication software. Emergency Care Research Institute (ECRI) Device Comparison listings were studied for available options and opportunities.
