Kettles VA Medical Center, National Center for Patient Safety (NCPS), 24 Frank Lloyd Wright Drive, Suite M2100, Ann Arbor, MI 48106-0486. In accordance with FAR 6.302.1 Only one (1) Responsible Source and No Other Supplies or Services will satisfy Agency Requirements and Intends to Negotiate on a Sole Source Basis with the following vendor: Megaputer Intelligence Incorporated 1600 W. Bloomfield Road Bloomington, IN 47403-2054 Megaputer Intelligence, Inc., provides specialized analytical software is only available from a single source, Megaputer Intelligence, Incorporated. Award to any other source would result in a substantial duplication of cost to the Federal government having already incurred nine (9) years of current research and development by the National Center for Patient Safety with this product. In addition, it is expected that the duplication cost will not be recovered through the competitive process, which will result in unacceptable delays towards fulfilling the requirements contained within the statement of work. PolyAnalyst is a data science software platform developed by Megaputer Intelligence that provides an environment for text mining, data mining, machine learning, and predictive analytics. It is used by Megaputer to build tools and applications for specific industries and has also been used for forecasting and scientific research. PolyAnalyst s graphic user interface contains nodes that can be linked into a flowchart to perform an analysis. The software provides nodes for data import, data preparation, data visualization, data analysis, and data export. PolyAnalyst includes features for text clustering, sentiment analysis, extraction of facts, keywords, and entities, and the creation of taxonomies and ontologies. Polyanalyst supports a variety of machine learning algorithms, as well as nodes for the analysis of structured data and the ability to execute code in Python and R. PolyAnalyst also acts as a report generator, which allows the result of an analysis to be made viewable by non-analysts. That uses a clients-server model and is licensed under a software as a service model. Many supporting program scripts are in place supporting ongoing projects of both internal and external clients. Megaputer Intelligence Incorporated has also worked with NCPS to design functionalities that solve specific needs not recognized by NCPS as initial requirements for text-mining software. A case management ability has been designed into the software allowing categorization of case reports by software modeling to be reviewed by human and if necessary, easily overridden and put into alternative categories by human click and drag action. Ancillary programs have been written at NCPS to aid in the design and construction of taxonomy structures that complements usage of PolyAnalyst. Complex taxonomies templates created, or already exist as legacy work, outside of PolyAnalyst can be algorithmically marked-up into a language that Is recognized by PolyAnalyst in an uploading process. The process produces taxonomies that are identical to those that would normally be manually produced within PolyAnalyst. This is a marriage of NCPS development with the PolyAnalyst software that produces unique abilities to categorize our data. This specialized analytical software (PolyAnalyst) is only available from a single source, Megaputer Intelligence, Incorporated and is the Sole Distributor and OEM of this proprietary product. NAICS Code 541519 applies to this Procurement. This Notice of Intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must clearly indicate and show proof that they are a Certified Technician by the Original Equipment Manufacturer. Responses must also show proof that they can perform the Preventative Maintenance and Services on the Surfacide Equipment while following all local, state, and federal regulation at a fair and reasonable price.
