All necessary Office of Research & Development (ORD) and other approvals have been obtained for this procurement. These services will provide Multiomics analysis of blood plasma from blast-exposed and control rats in effort to identify specific blood markers. This Contractor s unique capabilities/characteristics as they relate to meeting the Veterans Health Administration s needs, are the basis for a Sole Source award to procure these required services. Since the intent is to procure on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov at https://sam.gov/. The applicable NAICS code is 541380; with a $19 M Size Standard. The PSC is AN11. The Authority for this action is Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulations (FAR) 6.103-1; Only one responsible source and no other supplies or services will satisfy agency requirements.
