## Description

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for CoroFlow Cardiovascular System Integrated with Abbott Laboratories Inc., located at 3200 Lakeside Dr, Santa Clara, CA 95054-2807 to record and sample coronary pressure measurements under several conditions that alter cardiovascular hemodynamics and physiologic responses.

The VA Greater Los Angeles Cardiovascular Imaging Laboratory performs cardiovascular imaging research development of technology and applications. The Imaging Laboratory has VA-sponsored research that requires the CoroFlow Cardiovascular Integrated System along with the PressureWire X to make coronary pressure measurements. These measurements are used to validate non-invasive imaging biomarkers of microvascular disease.

The CoroFlow system and PressureWire X allow the team to record and sample coronary pressure measurements under several conditions that alter cardiovascular hemodynamics and physiologic responses. The integrated platform allows fast, easy diagnosis of both epicardial and microvascular dysfunction through the measurement of FFR (hyperemic index), CFR (Coronary Flow Reserve), IMR (index of microvascular resistance), and RFR (non-hyperemic/resting, full-cycle index).

This is the only system currently available and approved for measurement of the index of microcirculatory resistance in humans. The requested system is necessary for the lab to continue with critical research work without interruption or delays. Abbott Laboratories Inc. is the only vendor that can provide the specialized equipment required. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO).

The applicable NAICS code is 33416 with a 1,000-employee size standard. The FSC is 6640. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. Interested persons may contact the Contracting Officer via email at annmarie.stewart@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
