## Description

Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs, Boston intends to negotiate a sole source contract for a one (1) year base period to include four option years with Quest Diagnostics for service with blood assays to perform analyses on 140 blood samples from Translational Research Center for Traumatic Brain Injury and Stress Disorders, known as TRACTS.

The service will obtain standardized blood assays that are used to calculate cerebrovascular risk of Veterans. The results are then statistically analyzed to measures brain structure and function; thereby, requiring that they be conducted in a precise and timely manner.

This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, July 9, 2024, 11:59 AM, EST. However, those statements shall describe in detail how the vendor can meet or exceed the Veterans Affairs requirements. Interested/capability statements shall be sent to Rachael.Talbott@va.gov with the subject titled: 3C24E24Q0080.

No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
