This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24E24Q0043. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-04 effective 1 May 2024, and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at FAR | Acquisition.GOV. This Solicitation is being competed as a Total Services Disabled Small Business Set-Aside. The NAICS Code is 541611 Administrative Management and General Management Consulting Services, and the Product Service Code (PSC) is AN12 Health R&d Services; Health Care Services; Applied Research and the business size standard is $24.5 million. The RPO-East Research and Development Contracting Office is seeking to establish Good Clinical Practice Clinical Research Quality Associate services for the New Mexico, VAMC. The Performance Work Statement (PWS) is provided in Attachment 1. Service Contract Act Wage Determinations applies to this acquisition and will be incorporated into the resulting contract. The Wage Determination will be applicable to the vendor s location please see SAM.gov | Wage Determinations. The appropriate Wage Determination will be added at time of award. Clauses and provisions as well as complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in Attachment 2. All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided. The period of performance (POP) is estimated to be 6/26/2024-6/25/2027. Line items are found in Attachment 3. Any award resulting from this solicitation will be issued on a Standard Form 1449. This is a combined synopsis/solicitation and therefore no 1449 was issued for the solicitation IAW FAR 12.603 (b) NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database.
