The Government intends to procure a Harper Turbo Vac TV60 RE with Finger Rotor Kit, or equal equipment meeting or exceeding the salient characteristics identified in the solicitation. Offerors proposing an equal product shall provide sufficient product literature and technical documentation to demonstrate the capabilities of the equipment offered. This acquisition is being conducted as a Small Business Set-Aside using commercial acquisition and simplified acquisition procedures. Award will be made on a best-value basis using a comparative evaluation of quotations. The Government will consider technical capability and price. Equipment meeting the minimum requirements that provides additional features or capabilities offering a meaningful benefit to the Government may be evaluated more favorably.
