This solicitation is issued as a Request for Quotation (RFQ) number 36C24826Q0958 for RFID Library Security System at VA Caribbean Healthcare System (VACHS) facilities located in San Juan, Puerto Rico. This notice incorporates clauses and provisions in effect through Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026. This acquisition is unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 Security Systems Services (except Locksmiths), with a small business size standard of $25 Million. The PSC is 6350 Miscellaneous Alarm, Signal, and Security Detection Systems. The contract period of performance is expected to be from September 15, 2026, to January 13, 2027. The Government intends to negotiate and award a single Requirements Firm Fixed Price (FFP) contract under the authority of RFO Part 12. The solicitation is being conducted using the policies and procedures of RFO Part 12 Acquisition of Commercial Products and Commercial Services. Solicitation provisions and contract clauses that apply to the acquisition are provided in the attached RFQ along with detailed specifications, requirements and an attached addendum of the instructions to offerors. This notice incorporates provisions and clauses by reference.
