## Description

Intent to Sole Source (Unrestricted) The Department of Veterans Affairs, VISN 08, James A. Haley Veterans Hospital (JAHVH), intends to issue a sole-source, unrestricted award for the procurement of a Spectralis Tracking OCT (Optical Coherence Tomography) System required by the Ophthalmology Clinic. The equipment is necessary to replace end of life OCT units that no longer meet operational standards and to ensure accurate, high resolution diagnostic imaging for Veteran patient care.

This acquisition will be conducted under the authority of FAR 6.302 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Market research confirms that Heidelberg Engineering GmbH is the sole manufacturer of the Spectralis OCT system, and Heidelberg Engineering, Inc., its wholly owned U.S. subsidiary, is the exclusive source for these products within the United States.

The manufacturer has formally identified L1 Enterprises, Inc. as the only authorized distributor for U.S. Government customers, and no other vendors are authorized to provide the required equipment or associated services. Due to these exclusive manufacturer and distribution arrangements, L1 Enterprises, Inc. is the only responsible source capable of supplying the required Spectralis Tracking OCT system in accordance with OEM specifications and Government procurement requirements.

A Notice of Intent to Sole Source will be posted on Contracting Opportunities to maximize visibility and allow any potential vendors to express interest or demonstrate capability. If no other responsible sources come forward with documentation demonstrating authorized capability to meet the requirement, the Government intends to proceed with a sole-source award to L1 Enterprises, Inc. pursuant to FAR 6.302 -1.
