This announcement constitutes the only solicitation. Offers are being requested, and no separate written solicitation will be issued. This solicitation is issued as a Request for Offers (RFO). All clauses are current through Federal Acquisition Circular (FAC) 2025-06, effective October 1, 2025. DESCRIPTION The Department of Veterans Affairs intends to award a Firm-Fixed-Price (FFP) contract for the provision of all supplies, materials, equipment, labor, supervision, management, and transportation necessary to provide Fire and Smoke Damper Inspection, Testing, Documentation, and Minor Corrective Maintenance Services, in accordance with the requirements set forth herein. PERIOD OF PERFORMANCE From date of award through September 30, 2026 GENERAL INFORMATION Contracting Office: Department of Veterans Affairs Regional Procurement Office East Network Contracting Office (NCO) 8 Contracting Officer: John H. Only SDVOSB concerns registered and verified in the Small Business Administration (SBA) and System for Award Management (SAM.gov) are eligible to submit offers. Responses to vendor questions, if any, will be posted to SAM.gov. EVALUATION METHODOLOGY The Government will evaluate offers using a comparative evaluation method in accordance with FAR Part 12. Award will be made to the responsible offeror whose offer represents the best value to the Government. The following factors, listed in descending order of importance, will be considered: 1. Technical Capability 2. Past Performance 3. Price BEST VALUE DECISION The Government will make an integrated best-value determination. Using comparative evaluation, the Government will weigh the advantages and disadvantages of each quotation under the Technical and Past Performance factors against the proposed price to identify the quotation that provides the best overall value to the Government.
