	Combined Notice

        This notice constitutes a combined synopsis/solicitation for commercial services prepared under FAR Subpart 12.201, This announcement constitutes the only solicitation;    quotations are requested, and no separate written solicitation will be issued.

            Solicitation 36C24726Q0749 is issued as a Request for Quotations (RFQ). The     solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

            This combined procedure does not use SF 1449 to issue the solicitation; however, the    resulting award will utilize the SF 1449 format.

            Eligibility:

            Only SBA‑certified SDVOSBs listed in the Veteran Small Business Certification (VetCert) database at the time of quotation and at the time of award will be considered eligible.

            Pricing Requirements:

            Quoted prices must include all labor, supervision, materials, equipment, containment, air monitoring, transportation, disposal, permits, testing, documentation, insurance, overhead, and profit necessary to perform the work.

Asbestos abatement in Building 801, Rooms 6B-102, 6B-103, 6B-104, 5B-102, and 5B-103, in accordance with the Statement of Work and all solicitation requirements

	Description of Requirement

            The contractor shall provide all labor, supervision, materials, equipment, transportation,   disposal, testing, documentation, and other resources necessary to remove and properly dispose of approximately 215 square feet of asbestos-containing floor tile and associated mastic located in Building 801, Rooms 6B-102, 6B-103, 6B104, 5B-102, and 5B-103.

            Work shall include, at a minimum:

	Preparation and submission of an acceptable asbestos-abatement work plan;

	Establishment and maintenance of required regulated work areas and containment;

	Removal of asbestos-containing floor tile and associated mastic;

	Air monitoring and clearance testing;

	Packaging, transportation, and disposal of asbestos-containing waste at an authorized disposal facility;

	Compliance with applicable Federal, state, local, OSHA, EPA, VA, and facility requirements;

	Coordination of work, access, shutdowns, and scheduling with the designated VA point of contact; and

	Restoration and cleaning of affected work areas as required by the Statement of Work.

            The contractor shall perform the work in accordance with the attached Statement of  Work, specifications, facility requirements, and all applicable laws and regulations.

	Place and Schedule of Performance

            Performance shall occur at:

            VA Augusta Health Care System

            Building 801

            Augusta, Georgia 30901

            Normal work hours, advance-notice requirements, access requirements, and any required utility or system shutdown notifications are identified in the Statement of Work.

            The contractor shall complete all work within 20 calendar days after issuance of the          Notice to Proceed unless otherwise authorized in writing by the Contracting Officer.

	Site Visit and Questions

            NO SITE VISIT IS SCHEDULED.

            Questions regarding this solicitation shall be submitted in writing to Pamela.Moffitt@va.gov  no later than 4pm EST 09/17/2026

            The Government is not obligated to answer questions received after the deadline. Responses that materially affect the solicitation will be provided by amendment.

	Quotation Submission Instructions

            Quotations shall be submitted electronically to Pamela.Moffitt@va.gov  no later than:

            September 24, 2026, at 4:00 p.m. Eastern Daylight Time

            The email subject line shall identify:

            36C24726Q0749 &ndash; Asbestos Abatement

            Quotations shall include:

	Company name, address, UEI, CAGE code, and point-of-contact information;

	Completed CLIN price schedule;

	A technical narrative demonstrating the quoter&rsquo;s ability to perform the entire Statement of Work;

	Identification of required asbestos-abatement licenses, certifications, and qualified personnel;

	A proposed performance schedule demonstrating completion within the required period;

	Description of the proposed abatement, containment, air-monitoring, disposal, and clearance-testing approach;

	Recent and relevant past-performance information for similar asbestos-abatement or hazardous-material work;

	Identification of proposed subcontractors and the work each subcontractor will perform;

	Completed VAAR 852.219-75 certification;

	Acknowledgment of all solicitation amendments; and

	Any representations or certifications not current in SAM.gov.

            Quotations should be concise but contain sufficient information for the Government to evaluate compliance, capability, performance risk, and price.

            Submission of merely a statement that the quoter will comply, without supporting information demonstrating its capability and approach, may be considered insufficient.

	Evaluation and Basis for Award

            Award will be made to the responsible, eligible SDVOSB whose quotation is most advantageous to the Government using streamlined comparative evaluation under FAR12.203(c)(2).

            Evaluation factors:

	Price

            No numerical scoring, adjectival ratings, or FAR Part 15 competitive range procedures apply.

            Factor 1 &ndash; Technical Capability

            The Government will evaluate whether the quotation demonstrates an acceptable understanding of and capability to perform the complete requirement, including:

	Asbestos-abatement qualifications and licensing;

	Qualified personnel and supervision;

	Proposed equipment, containment, and abatement procedures;

	Air-monitoring and clearance-testing approach;

	Waste handling, transportation, and disposal;

	Compliance with applicable safety and facility requirements;

	Ability to coordinate access, shutdowns, and scheduling; and

	Ability to complete performance within 20 calendar days after Notice to Proceed.

            A quotation that fails to demonstrate the ability to meet a material solicitation requirement may be determined technically unacceptable and ineligible for award.

            Factor 2 &ndash; Past Performance

            The Government will evaluate recent and relevant past performance involving asbestos  abatement, hazardous-material removal, or work of comparable complexity and risk.

            The Government may consider information submitted by the quoter and information obtained from CPARS, Government records, references, or other reasonable sources. A quoter without a record of relevant past performance will not be evaluated favorably or  unfavorably solely because of the absence of past-performance information.

            Factor 3 &ndash; Price

            The Government will evaluate the total quoted price for fairness and reasonableness. The Government may evaluate price using competition, comparison with the Government  estimate, historical pricing, market information, or another method authorized by FAR Part 12.

            Comparative Selection

            The Government will perform a direct, side‑by‑side comparison of technically acceptable quotations to identify meaningful differences in capability, performance risk, past performance, and price. The Government will select the quotation that represents the best overall value based on these comparative advantages.

            Award will not automatically be made to the lowest‑priced technically acceptable quotation. A higher‑priced quotation may be selected if its strengths and lower   performance risk provide value that justifies the additional cost. The Government will not          pay a premium when a higher‑priced quotation does not offer commensurate value.

            The Contracting Officer will exercise business judgment in determining which quotation is more advantageous to the Government.

            The Government reserves the right to:

		Make award without requesting revisions;

		Request clarifications from one or more quoters;

		Reject quotations that fail to meet material requirements;

		Make no award if it is in the Government&rsquo;s best interest; and

		Make award to a single acceptable SDVOSB when only one quotation is received and the price is determined fair and reasonable.
