\n\nThis notice constitutes a combined synopsis/solicitation for commercial services prepared under FAR Subpart 12.201, This announcement constitutes the only solicitation; quotations are requested, and no separate written solicitation will be issued.
\n\nSolicitation 36C24726Q0749 is issued as a Request for Quotations (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
\n\nThis combined procedure does not use SF 1449 to issue the solicitation; however, the resulting award will utilize the SF 1449 format.
\n\nEligibility:
\n\nOnly SBA‑certified SDVOSBs listed in the Veteran Small Business Certification (VetCert) database at the time of quotation and at the time of award will be considered eligible.

\n\nQuoted prices must include all labor, supervision, materials, equipment, containment, air monitoring, transportation, disposal, permits, testing, documentation, insurance, overhead, and profit necessary to perform the work.

\n\n\n\nThe contractor shall provide all labor, supervision, materials, equipment, transportation, disposal, testing, documentation, and other resources necessary to remove and properly dispose of approximately 215 square feet of asbestos-containing floor tile and associated mastic located in Building 801, Rooms 6B-102, 6B-103, 6B104, 5B-102, and 5B-103.
\n\nWork shall include, at a minimum:
\n\nThe contractor shall perform the work in accordance with the attached Statement of Work, specifications, facility requirements, and all applicable laws and regulations.
\n\nPerformance shall occur at:
\n\n VA Augusta Health Care System
\n Building 801
\n Augusta, Georgia 30901
Normal work hours, advance-notice requirements, access requirements, and any required utility or system shutdown notifications are identified in the Statement of Work.
\n\nThe contractor shall complete all work within 20 calendar days after issuance of the Notice to Proceed unless otherwise authorized in writing by the Contracting Officer.

\n\nQuotations should be concise but contain sufficient information for the Government to evaluate compliance, capability, performance risk, and price.
\n\nSubmission of merely a statement that the quoter will comply, without supporting information demonstrating its capability and approach, may be considered insufficient.
\n\nAward will be made to the responsible, eligible SDVOSB whose quotation is most advantageous to the Government using streamlined comparative evaluation under FAR12.203(c)(2).
\n\nEvaluation factors:
\n\nNo numerical scoring, adjectival ratings, or FAR Part 15 competitive range procedures apply.
\n\nFactor 1 – Technical Capability
\n\nThe Government will evaluate whether the quotation demonstrates an acceptable understanding of and capability to perform the complete requirement, including:
\n\nA quotation that fails to demonstrate the ability to meet a material solicitation requirement may be determined technically unacceptable and ineligible for award.
\n\nFactor 2 – Past Performance
\n\nThe Government will evaluate recent and relevant past performance involving asbestos abatement, hazardous-material removal, or work of comparable complexity and risk.
\n\nThe Government may consider information submitted by the quoter and information obtained from CPARS, Government records, references, or other reasonable sources. A quoter without a record of relevant past performance will not be evaluated favorably or unfavorably solely because of the absence of past-performance information.
\n\nFactor 3 – Price
\n\nThe Government will evaluate the total quoted price for fairness and reasonableness. The Government may evaluate price using competition, comparison with the Government estimate, historical pricing, market information, or another method authorized by FAR Part 12.
\n\nComparative Selection
\n\nThe Government will perform a direct, side‑by‑side comparison of technically acceptable quotations to identify meaningful differences in capability, performance risk, past performance, and price. The Government will select the quotation that represents the best overall value based on these comparative advantages.
\n\nAward will not automatically be made to the lowest‑priced technically acceptable quotation. A higher‑priced quotation may be selected if its strengths and lower performance risk provide value that justifies the additional cost. The Government will not pay a premium when a higher‑priced quotation does not offer commensurate value.
\n\nThe Contracting Officer will exercise business judgment in determining which quotation is more advantageous to the Government.
