## Description

The Department of Veterans Affairs, Network Contracting Office 7 located in Charleston, SC intends to issue a sole source firm fixed priced contract to ABIOMED of Danvers, MA. The contract is expected to be awarded under FAR Part 13.106-1(b). A Justification for Single Source Awards has been prepared. This requirement is for a base + 4 option year Contract.

The intent of this Contract is to provide annual full-service maintenance and repair services for Abiomed Impella equipment located at the Birmingham VA Medical Center 700 19th St S Birmingham, AL 35205. This full-service maintenance and repair shall include all labor, parts, supervision, and transportation necessary to maintain the Impella Equipment. The period of performance is January 1, 2025, through December 31, 2025, with four (4) one-year option periods.

This procurement is being conducted in accordance with FAR Part 13.106-1(b), Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The NAICS code utilized for this procurement is 811210 Electronic and Precision Equipment Repair and Maintenance with a Small Business Size Standard of $34 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition.

Such responses MUST be received no later than September 26, 2024 at 1:00 PM Eastern. Forward responses by e-mail to Contracting Officer, David W. Parente at David.Parente@va.gov. Due to technical issues, please allow additional time if you re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.

Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed service. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Officer, David W. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
