Notice Presolicitation Notice Page 4 of 4 Project #652-24-103 Increase Surgical Access Network Contracting Office (NCO) 6 intends to release a Request for Proposal (RFP) for construction services to construct two new Operating Rooms (OR) and support rooms at the Central VA Health Care system in Richmond, VA. The contractor will provide all transportation, materials, parts, tools, specialized equipment, labor, supervision, and technical expertise to renovate and construct new operating rooms in the existing space. The contractor will be providing all the elements and performing all the work. Work is composed of, but not limited to, management and performance of construction period services, permitting, demolition, construction, construction management, submittals, including general construction, structural, fire protection, hazardous material removal (if any), thermal and moisture protection, finishes, scheduling, quality control, inspection/testing, environmental protection, recording (As-Built) drawings, and project closeout. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million dollars. IAW VAAR 836.204(h), the estimated magnitude of this project is between $10,000,000 and $20,000,000. The approximate solicitation issue date will be March 26th, 2026, and the approximate response due date for proposals will be April 27th, 2026. The solicitation will be issued on a restricted basis and will be 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. It is the responsibility of the potential offerors to bring all necessary personnel, inclusive of subcontractors, tooling, and materials necessary to the pre-bid site visit.
