## Description

This is a notice of the Government s intent to award a sole source, open market purchase order under 41 U.S.C. § 1901, as implemented by FAR 13.106-1(b)(2). The justification for this sole source action is the authority at FAR 6.302-5, Authorized or required by statute. The Veterans Integrated Service Network 6 (VISN 6) intends to negotiate a sole source purchase order with UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL (UEI: D3LHU66KBLD5) for mental health research services specific to moral injury.

The Contractor is required to provide mental health research services that will include the following tasks: (1.) Develop a comprehensive qualitative study strategy that will integrate with quantitative data collection as part of a mixed methods approach in support of H.R. 6411 506a. (2.) Complete a qualitative study that illuminates Veteran perspectives on moral injury as well as areas for improvement within related systems of care.

(3.) Analyze and interpret qualitative data and report results in a format appropriate for professional presentation and manuscript(s) for professional journals. Sole source award to UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL (UEI: D3LHU66KBLD5) is authorized under 38 U.S.C. 8153 (a)(3)(A). Sole source award to UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL (UEI: D3LHU66KBLD5) is necessary due to the scope of the research being an ongoing project with an affiliated institution of the Veterans Health Administration.

The research program is mandated under H.R. 6411 506a and the program was approved by an institutional Review Board (IRB) for the VHA s collaboration with a specific institution. The applicable NAICS code is 541990, ALL OTHER PROFESSIONAL, SCIENTIFIC, AND TECHNICAL SERVICES (SBA Size Standard: $19.5m annual revenue). This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephonic inquiries will not be taken.

However, if a party believes it can meet this requirement it must furnish information about its capability, as well as references from other customers who are using these services to the Contracting Officer by 05:30PM Eastern Time on Friday, August 8, 2025. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the required service.

Responses received will be reviewed, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. After the closing date and time of this notice, if no other substantiated sources are identified, the Contracting Officer will proceed with the sole source action. Capability statements shall be submitted by email only, as either an MS Word or Adobe PDF attachment, to Daniel Spaulding at daniel.spaulding@va.gov. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED.
