May 28, 2026 VA Maryland Healthcare Baltimore, MD 21201 RE: B533--iChlor Secondary Water Treatment (36C24524Q0754) Intent to Sole Source - Barclay Water Management iChlor® Dear Government, Barclay Water Management, Inc. 55 Chapel Street Suite 300 Newton, MA 02458 Tel: 617-926-3400 www.barclaywater.com In the interests of your Facility and its patients, Barclay Water Management maintains control of our iChlor® systems and does not offer them through distribution or secondary vendors.

The following are the main reason that we maintain control of our iChlor® systems: iChlor® Systems require continuous remote monitoring and a State licensed operator that is provided by Barclay Water Management. Barclay s name is listed on the equipment providing the disinfectant to the Facility, which then reports to the EPA. iChlor® is a propriety system to Barclay Water Management. All work is performed by direct-hire Barclay Water Management employees, including manufacturers of iChlor®.

Barclay is responsible for the operation, maintenance, permit compliance of the unit, making it a complete turn-key solution. For the reasons stated above we do not give control access of the iChlor® unit to anyone outside of Barclay. Please know we take safety very seriously, as our name and reputation are tied to the unit s performance.
