The VA requires NQF membership to support VHA s participation in national voluntary consensus healthcare quality standards development. NQF is the only organization recognized under the National Technology Transfer and Advancement Act (PL 104 113) and OMB Circular A 119 as the national voluntary consensus standards setting body for healthcare quality. NQF s proprietary membership benefits, including participation in members only committees, specialized programming in quality measurement, and exclusive access to NQF MemberConnect, are available solely and directly through NQF. No resellers or alternative organizations exist that can provide comparable access or services. PROCUREMENT DETAILS: Type of Action: Sole Source Authority: In accordance with FAR 6.302 1, this procurement is justified as a sole source because no other vendor can provide the specialized services, access, collaboration opportunities, or national standards setting involvement offered by NQF Contract Type: Firm Fixed Price Period of Performance: Base year plus four (4) option years (through September 30, 2032) Estimated Value: Not to exceed $19,700 for the base year and $98,500 total for all periods. THIS IS NOT A REQUEST FOR QUOTES. This notice does not constitute a solicitation, and no solicitation will be issued. However, interested parties may submit a capability statement no later than July 30, 2026 - 15 business days from posting. Responses must demonstrate clear and convincing evidence that the interested party can provide the same proprietary membership services offered exclusively by NQF. The Government will not reimburse costs for any submission. Responses received will be evaluated solely for purposes of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with awarding a sole source contract to NQF.
