Offers will be solicited from all tiers but evaluated in the following order: (1) Service-Disabled Veteran-Owned Small Business (SDVOSB), (2) Veteran-Owned Small Business (VOSB), (3) other Small Business concerns, and (4) other than small business concerns. The Government will award the highest tier where a fair and reasonable offer is received; lower tiers will only be considered if no award can be made at a higher tier.
